DATE: 19 June 1998 This request for demolition is being made in recognition of the following history, which dates from June 17, 1994 to the present. In order to facilitate understanding of these facts and statements, access to the structure at 1006 Rock Street will be available by appointment during Saturday and Sunday, June 27 and 28; and Monday and Tuesday evenings, June 29 and 30, from 6 to 8 pm. Warning Notice to Verdie May Herbert (then owner): Notification from inspection that property is..." unsafe, unfit for human habitation, offensive to the neighborhood... dangerous to persons in the vicinity After personal inspection, structure declared a nuisance. "The structure in its present condition constitutes an immediate hazard to the health, safety and welfare of citizens of this community and in my opinion, this structure should be demolished and removed immediately to eliminate the existing threat to human life. To Molly Satterfield, Little Rock, Historic District Commission: After due consideration, "...we therefore have no objection to the removal of this structure." E. $ 125,800 Roland, AR Exhibit J Page 2/3 With this request for demolition, I now submit the following regarding the building at 1006 Rock Street: 1. The gable that is tilted off the vertical axis on the south side of the structure poses an immediate fire and safety threat to the property at 1010 Rock Street and is a danger to its inhabitants. (See photo -documentation, Exhibit K, 6 pages) 2. The building's neglect by its prior owners has resulted in a structure that remains a health, fire and safety hazard. (See photo -documentation, Exhibit K) 3. Its neglect by prior owners has resulted in a structure that is beyond economic reasonableness to renovate. (See photo -documentation, Exhibit K) 4. Its neglect by prior owners has resulted in a structure that is beyond economic reasonableness to move to another location. (See photo -documentation, Exhibit K) 5. It is not a uniquely significant architectural structure. There are many other more significant early 20th century Colonial Revival houses at locations in the MacArthur Park Historic District that are also in less devastated condition. The following sampling is included in the photographs that follow. Removal of the property would allow the footprint of the street to return to the 1897 footprint, clearly indicated on the Sanborn map. (Exhibit M) 7. The remaining vacant lot would be redesigned as a garden, in the spirit of the 1897 footprint, that would be sympathetic to the streetscape and to a visual relationship with the house at 1000 Rock (1892 Queen Anne Revival). Brian Minyard, Landscape Architect, has been contracted to create a conceptual planting plan. We contend, through the presentation of this information and the supporting documentation, when compared to the guidelines for demolition as described under section "8. Demolition" of the Design Guidelines for the MacArthur Park Historic District": that there is sufficient and appropriate evidence to grant demolition to the structure at 1006 Rock Street.
