Dear Michael:
Please accept this letter as confirmation of our conversations regarding 1006 S. Rock Street. It is my firm
opinion that it is not practical or economically piddent to restore the property. It has been vacant since 1984,
for at least some 14 years.
I believe that 1006 poses a very real threat to the Baer (1010 Rock) and Eicholz (1000) houses. Their physical
_ safety is questioned by possible fire and their value reduced by its condition. It should be removed. In my
estimation, the physical moving of the house to another location is not possible due to structural deterioration.
My firm Marratt & Associates, listed the property form June 1996 to July 1997. An extensive construction
review was made in 1996. It was determined that the cost to stabilize it and make it habitable would exceed
$90,000.00 in construction costs. Combined with related costs such as acquisition, 1006 is clearly beyond
reasonable rehabilitation. My analysis is now some two years old, and deterioration has certainly continued in
the ensuing time period.
I believe that the current physical condition of 1006 S. Rock and the hardships that it produces warrant its
removal.
