Construction of a driveway and landscape improvements
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The subject property is
located north of I-630, on the east side of Rock, between 1011' and 11t' streets. The subject
property is single family and listed on the architectural survey as a contributingl890s, Colonial
Revival structure.
The proposed work is to: increase the driveway's width and length; widen the curb cut; construet
new sidewalks, steps and retaining wall; and install landscape pavers and landscaping. The
proposed work is in the preliminary stage of construction.
NEIGHBORHOOD IMPACT AND REACTION: At the time of distribution, there were no
objections to this project request either in writing or by phone. There were several phone calls,
prior to property notification, inquiring as to what was going on at the site.
STAFF RECOMMENDATION: It is staff recommendation that the project request be
approved with the following conditions:
♦ work must be completed within a month of approval;
♦ applicant must obtain proper city permits;
♦ project must meet all city codes and zoning regulations;
♦ applicant must notify staff if any future work is undertaken on the exterior; and
♦ should the project scope change in any fashion in terms of material, massing, scale,
profile and size, staff will be notified and appropriate actions taken.

Application for COA for 1009 S. Rock St., submitted by Paula Salzmann.
Motion to Approve COA was contingent on staff recommended conditions that:
Work must be completed within a month of approval [amended to 60
days*];
Applicant must obtain proper city permits [with special attention to
neighbor's water easement];
Project must meet all city codes and zoning regulations;
+ Applicant must notify staff if any future work is undertaken on the exterior;
and
Should the project scope change in any fashion in terms of material,
massing, scale, profile and size, staff will be notified and appropriate
actions taken;
And contingent on the additional condition of an agreement between applicant and
neighbors Mr. and Mrs. Kent for the removal of a 3-foot slab on Kent property and
"that the removal be done in accordance with the agreement."
[* Staff recommendation that work must be completed within a month was
amended to 60 days in response to applicant's concerns that weather might cause
delays.]
Comment: The purpose of the agreement was to address the specifics for
removal of the three-foot slab and site restoration. Removal of the slab in
accordance with the required agreement was identified as a condition of the COA
approval. If the work is to be completed within 60 days of the hearing, then the
conditions must be met and the work completed within 60 days of the hearing.

Agreement on property line improvement
January 3, 2003
Paula Salzmann, property owner of 1009 Rock Street, Little Rock, AR
72202 does agree to the following conditions regarding the improvement
of driveway on property line with 1011 Rock Street, Little Rock, AR.
Christopher T. and Erika A. Kent own this property.
1. The existing concrete slab driveway will be completely removed
from the street to the end of driveway going east.
2. The ground under the concrete slab driveway will be brought up
with topsoil to a level grade with the rest of the front yard at 1011
Rock Street.
3. The newly leveled ground will have sod to match the rest of the
front yard at 1011 Rock Street.
4. The stone from the curb cut in front of 1009 Rock street will be
used to rebuild the curb in front of 1011 Rock Street.

6. All work is to be complete within the 60-day period required by
Little Rock Historic District Commission.
