Subject: COA requirement for routine brick and mortar repointing in the MacArthur Park Historic District
Guidelines for Rehabilitation and New Construction, Revised 2013 (Guidelines)
Members of the Little Rock Historic District Commission:
Please revise subject Guidelines to specify that a Certificate of Compliance (COC), rather than a Certificate
of Appropriateness (COA), is required for the repointing of mortar.
Currently the Planning and Development Department requires that a COA be secured in order to repoint
mortar on structures within the MacArthur Park Historic District. This doesn't seem to make sense as
repointing is a normal maintenance activity associated with masonry construction; and existing direction in
the Guidelines (on pages 42, 48, and 49) spells out how repointing is to be done. Appendix H however,
does specify a COA for Brickwork and for Masonry Tuckpointing.
Requiring a COC rather than a COA would:
• Encourage routine, small-scale maintenance, thereby promoting the future integrity of the structure
which could be threatened by a delay in maintenance. Requiring a COA induces applicants to
postpone repairs to a future time when they have additional COA-required work to justify the cost of
a COA.
■ Provide the same level of technical oversight for mortar repair as that currently provided by a COA.
■ Make the Guidelines internally consistent. as brick and mortar repair is already shown as being
appropriate for a COC in the Guidelines example on page 89.
• Reduce the financial burden on the applicant by some $400—the cost of complying with COA
requirements that an abstract company provide a certified listing of proximate, recorded property
owners and that the applicant secure certified mail receipts therefrom.
Contacting proximate landholders, and conducting a public meeting, as is done with a COA, are meant to
address the matter of possible changes to property, not its routine maintenance.
