HomeMy WebLinkAboutHDC1992-007 Staff Minutes, Memo And Agenda 10/01/1992MINUTES LITTLE ROCK HISTORIC DISTRICT COMMISSION PUBLIC HEARING SEPTEMBER 3, 1992 5:00 P.M. The meeting was called to order by Chairman Thomas Johnson. A quorum was present - Mr. John Bush, Mr. Carl Menyhart, Ms. Jeanette Heinbockel, Ms. Julie Wiedower and Mr. Thomas Johnson. Also, present was City Attorney Stephen Giles. The Chairman asked for a motion to approve the minutes of the previous meeting. A motion was made by Commissioner Heinbockel to approve the minutes as received. Commissioner Bush seconded. Motion carried. All ayes. Item #1 - Owner: Texaco Refining and Marketing, Inc. Robert Brown, agent for Coulson Oil Location: 721 9th Street Request: Redevelop and remodel existing service station for fuel sales, convenience store and car wash. Mr. Robert Brown, Development Consultants Incorporated, was present representing Mr. Ray Coulson. Mr. Ray Coulson and Mr. Bob Gladden were also present. Mr. Brown presented the application to the Commission and explained in detail the Super Shell proposal. A lengthy discussion of landscaping, signage, buffers and building materials, etc. followed. Commissioner Heinbockel made a motion for preliminary approval of the application including approval of the site plan design, general appearance of the structures being similar to the photos submitted and 1) trees to be large deciduous - such as willow oaks; 2) evergreen shrubs on the west side to be a minimum of 30 inches in height; 3) no signage on the west side of the structure except for an illuminated shell logo; and 4) standard sign be set parallel to 9th Street. Commissioner Menyhart seconded. The vote was taken. Motion carried. All ayes. Mr. Ray Coulson offered to provide a corporate resolution guaranteeing that if the facility is closed by Coulson Oil Company, all physical improvements will be removed and the property dedicated to the MacArthur Park Historic District Commission for the purpose of providing additional park space at the entry to the district.
