Dear Anne:
Following is a narrative to accompany the Certificate Of Appropriateness (COA) serving as a
project description:
The proposed project as defined in this COA is a group of twelve (12) townhouse units with a
mixed program. Eight units are two stories in height; 1330 square feet; with two bedrooms
and two -and -one-half baths. The other four units are two -and -one-half stories in height; 1330
square feet; also with two -and -one-half baths. These four units, as seen in the site and first
floor plan, include a single car enclosed garage as an added amenity, at an additional 330
square feet..
The construction of these units will be wood frame with brick veneer and asphalt shingle roof.
The units will be built on a crawl space of approximately two -and -one-half feet placing the
first floor elevation approximately three -and -one-half feet above grade. The owner has
expressed his desire to have solid construction that will "be here one hundred years." He has
discussed with us that he would like to see hardwood floors, thick wood moldings, ceramic tile,
brass hardware and the like. Although all of these finishes may not be possible, we are at least
proposing that they be evaluated.
The site context is a wonderfully rich one that allows the architecture of this project to draw
from the Craftsman four-plex apartment across Rock street to the Victorian single family
house across loth street. In keeping with this variety of context and the desire of the LRHDC
Design Guidelines not to mimic any particular style, we are choosing to draw from the
prevailing "Craftsman" nature of the neighborhood. The elevated, recessed entry stoops in
conjunction with second floor balconies articulated along its facades front and rear, creating a
pleasing rhythm along the streetscape that is inviting and not mundane.
We feel that the combination of quality construction and appropriate architecture will
culminate in a great asset to the neighborhood and the MacArthur Park Historic District of
Little Rock.
