We appreciate the letter received from the Arkansas Historic
Preservation Program (AHPP) and The Quapaw Quarter Associ-
ation recommending approval for Riegler Health Services, P.A.
The previous meetings with staff have been most helpful in
the design of this infill project. We feel that the plans
as submitted will be a definite asset to the neighborhood.
This new facility will inable Riegler Health Services, P.A.
to better serve our growing community.
We have reviewed a concern that the (AHPP) mentioned
regarding introduction of projecting bays on the north, west
and south facades. After many discussions, we have
determined that projections would destroy the regimented
concept. This concept was designed around the particular
needs of the medical staff as well as public convenience. A
concept which has taken months to develop. You will find on
the submittal plans a recessed porch on the west facade
which will break the mass on this exposure.
We feel we can create a desirable relief to the mass on the
south facade with landscaping. Upon approval from the
(AHPP), application will be made to the city to develop
landscaping in the right of ways. This we feel will further
soften this exposure.
The internal north facade is to large degree buffered by
surrounding structures on three sides. We have developed
large landscape beds on both sides of the ingress lane which
will support large trees which will serve as a buffer on
Rock Street.

We have been notified that our meeting with the Historical
Group originally slated for August 6, 1987 has been delayed
until September 3, 1987 due to the inability of the group to
have a quorum available at the meeting. While we are aware
of the problems of the commission, we are facing a more
severe hardship by this delay, the winter weather and the
clinic's needs for completion has become more acute as the
third doctor has arrived and is practicing at the present
location.
For the above reasons, it is requested that efforts be made
to have a special session as soon as possible in order to
expedite this project. We feel that we have been most
cooperative with all persons involved in this project and
are of the opinion that this request is certainly within
the bounds of necessity
