Dear Robert:
Thank you for providing the Quapaw Quarter Association
an opportunity to comment on the proposed addition to the
England House at 809 Rock Street in the MacArthur Park Historic
District.
As you and I have discussed, it is a pleasure to see
the houses in the 800 block of Rock finally receiving some long -
overdue attention. However, it is distressing that the
Department of Public Works issued a building permit for work
on 809 Rock that had not first been approved by the Historic
District Commission. The subsequent removal of the two-story
porch on the south side of 809 Rock was very unfortunate,
particularly since the addition now being proposed essentially
will just take the place of the former porch --which probably
could have been adapted to serve much the same function as the
proposed addition.
In any event, the design of the proposed addition leaves
a great deal to be desired, in my opinion. It seems to consist
of a platform or deck extending from the second -floor level out
over a gable -roofed one-story addition --a very awkward arrangement.
Further, the proportions of the one-story addition and its windows
are not in keeping with the proportions of the original house.
Finally, some important information is missing from the proposal.
For example, what color(s) will be used on the addition? What
type and color of roofing material will be used? Of what material
will the windows in the addition be made?
In concept, I have no objections to a new addition to
809 Rock that would generally take the place of the porch that
was removed. However, as it currently stands, the proposal

does not meet the historic district design review criteria. Consequently,
I would recommend denial of the Certificate of Appropriateness until
such time as the proposal can be modified to bring it in line with
the design review criteria.
