The proposed new picket fence will be an attractive addition to the site. The porch rehabilitation is appropriate as a necessary maintenance item as well as safety measure. Item "2 Owner: _,Mrs. Arnold Duffy Address: 815 Rock Street Request: Demolition STAFF RECOMMENDATION: Staff recommends denial of Mrs. Duffy's application for demolition. According to the Architectural Survey of the MacArthur Park and Governor's Mansion Area of the Quaipaw Quarter. Little Rock, Arkansas, prepared by the Quapaw Quarter Association in 1978, this house was evaluated and rated a "Priority I" in arch�}tectural significance. 815 Rock Street is considered irreplaceable and should be preserved and protected to prevent a loss of a historic resource to Little Rock. This house is also deemed historically significant assigned to the category of "Local Significance", designated so because of its association with the Roots family and the England family. The structure is presently condemned and vacant. ARKANSAS HISTORIC PRESERVATION PROGRAM July 23, 1990 Ms. Molly Satterfield Historic District Commission Planning Department 723 West Markham Little Rock, AR 72201 RE: Pulaski County - Little Rock Certificates of Appropriateness for 815 Rock Street & 1011-13 Scott Street Dear Molly: After having reviewed both Certificates of Appropriateness I have the following recommendations: The Bragg Cott a at 1011-13 Scott Street - I have no objections to the proposed rehabilitation of the porches in their current configuration or to the proposed removal and reconstruction of the kitchen and porch on the rear. However, I would like to see the drawings for the reconstructed areas before work is completed. I have no objection to the new picket fence and think that it will enhance the property. H use at 815 Rock Street - Concerning this application for demolition: I would oppose the demolition of this property because of the fact that it is primarily intact and unchanged - its physical condition not withstanding. The house is an elegant example of late victorian architecture with no additions or alterations marring its exterior or interior. Its demolition would be a severe loss to the MacArthur Park Historic District and only encourage similar actions. Mrs. Duffey has several options concerning this property: 1) she could mothball and fence the house to keep her grandchildren away from it, 2) she could donate it to the QQA as a property for their revolving fund or, 3) she could pursue a more active and intense marketing program to sell the house.
