1. My name is Molly Satterfield. I am the Historic
Preservation Administrator for the City of Little Rock. I
also serve as the secretary of the Historic District
Commission (the "Commission"). I have been so employed since
1987.
2. 1 am over the age of 18 years and competent to
testify in federal court. I am giving this Affidavit based
upon my own personal knowledge.
3. since 1989, the Commission has approved twelve
applications for certificates of Apprvpria�teness to demolish
structures within the MacArthur Park Historic District (the
"District"). Six of these applications were presented by
private property owners and six of them were presented by the
city.
4. Not all properties within the District are
historically significant. However, when determining whether a
structure within the District can be demolished, the
commissioners have to take into consideration the effect of
the demolition on the "streetscape," i.e, how it will affect
the overall look of the neighborhood or particular area.
Vacant lots can detract from the historical character of the
area.
5. Of the twelve applications presented to the
Commission which were approved, six of them involved
properties which had been judged to be of historical
significance, either of a local or statewide nature.
6. In 1978 the Quapaw Quarter Association conducted a
survey of all of the properties in the MacArthur Park and
Governor's Mansion Historical Areas. The results of the
survey of these properties were published in a book entitled
"An Architectural survey of the MacArthur Park and Governor's
Mansion Areas of the Quapaw Quarter, Little Rock, Arkansas."

8. Pro erties located at 1201 and 1223 McAlmont were
demolished to build the new UALR School of Law. These
properties both had local historical significance.
S. The Commission granted permission for demolition ox
two additions to Kramer School at Seventh and Sherman
Streets. To date, the owner has not demolished either
addition. The

was a

circa 1890 home known as the Bell Rent House,
historical siggnificance. The Commission authorized demolition
of this structure .
1.1. The property located at 314 East 14th street has
also been demolished. It was a circa 1887 structure with
local historical significance that has been demolished.
12. The property located at 1416 Commerce Street was a
circa 19Gb structure with local significance. At the time of
its demolition, it was over 50 per cent burned due to fire
damage.
13. The property located at 1410 Commerce Street was
also a circa 1906 property with local significance. At the
time of its demolition, it had suffered some fire damage, but
was not considered "burned out.&
14. Under the survey guidelines( "local significance"'
was assigned to those properties which were the homes
of
socially prominent citizens of Little Rock, merchants,
influential bankers, grocers, druggists,
educators, and warren's club leaders. There were 166
properties so designated.
15. Under the survey guidelines, "state significance"
was assigned to those properties where the people associated
with them made statewide contributions to politics, medicine,
commerce, education, and the women'(uffrag movement, There
were 21 properties so designated.
