This location appears to be within the LRPORT area, currently Little Rock Parks and Recreation does not provide
amenities in this immediate area. The nearest park is Remmel Park which is north of I-440 which is approximately 8-
minute drive or 1hour walk. This park has limited amenities.
Parks department can recommend additional amenities added to Remmel or proposed within the LRPORT area,
however additional discussion is necessary to understand potential needs and desires to accommodate industrial uses.
Thanks, Leland

Subject: Annexation A-353 Faymonville: Request for Estimates/Comments
Good afternoon,
The Little Rock Planning & Development Department has received a 100% annexation petition for
approximately 53.07 acres of land, located at 5414 Fletcher Drive. Attached is a memo and survey
outlining the annexation area. This request is scheduled for consideration at the February 12, 2026,
Planning Commission meeting.
Please review the materials and submit your comments regarding the application no later than January
21, 2025 via email to hratzlaff@littlerock.gov.
For City departments and entities: kindly include an estimate and description of the anticipated public
cost to provide services to the area. With the recent enactment of Act 314 of 2025 (ETJ repeal), evaluating
the potential impacts on public infrastructure and services will be an ongoing priority. Our goal is to
provide the Planning Commission and Board of Directors with clear, informed assessments of these
impacts in all annexation considerations. Below are questions that each department may consider when
reviewing annexations for department comments:
Parks & Recreation: Are there current recreational facilities (trails, parks, etc.) in proximity
to the area to serve future residents? If not, will the annexation require new parkland
acquisition or upgrades to existing facilities to meet service level standards?
Police Department: What are the estimated costs for personnel, equipment, and
infrastructure needed to maintain response times and coverage in the annexed area? Will
additional patrol units or a new substation be required to serve the expanded jurisdiction?
Fire Department: Is there a need for new fire stations, apparatus, or staffing to serve the
area adequately? What are the estimated costs for personnel, equipment, and
infrastructure needed to maintain response times and coverage in the annexed area?
Public Works Department: What are the anticipated costs to extend and maintain
infrastructure such as roads, stormwater systems, and street lighting in the annexed area?
3
Will the annexation require upgrades to existing public works facilities or services (e.g.,
snow removal, waste collection)?
Thanks,
