Hi Traci,
Please see attached copy of the signed COC for the property at 605 E. 6th St. The original COC will be
mailed to the owner’s mailing address listed with the county assessor. Please upload the attached copy
of the signed COC to your permit application in the permit portal.
The COC, or the copy, is required to be posted to the property in a location visible from the public right-
of-way during your project work. This is primarily for our code enforcement officers and surrounding
neighbors to see that the work has been permitted.
Once you have completed the work and are ready for inspection, a COC inspection will need to be
scheduled in addition to regular inspection types relevant to the project scope. At this time, please reach
out to schedule a date and time at your convenience to review the work and complete the COC
inspection.

Good afternoon, Traci,
Thank you for your call about the HVAC system at 605 E. 6th Street. To summarize some basic information
about the MacArthur Park Local Ordinance Historic District and the Little Rock Historic District
Commission:
The property at 605 E. 6th Street is within the MacArthur Park Local Ordinance Historic District. The goal
of the local ordinance district is to protect and preserve the unique and valued qualities of such an area,
its urban design, architectural character, and historic materials in buildings and in landscapes. A
property owner in this district is subject to the rules and regulations as set forth by the City of Little Rock
ordinances, Municipal Code Chapter 23, Sec. 76-160, that is based on Arkansas State law. Any exterior
renovation of structures, additions, fencing, or other site features requires the issuance of a Certificate
of Appropriateness either administratively approved by staff or reviewed by the Little Rock Historic
District Commission at their regularly monthly public meetings. For more information, go to the Planning
and Development Department’s Boards and Commission webpage and scroll until you see Historic
District Commission.
The replacement of HVAC equipment can be administratively reviewed by staff, as this is considered
ordinary maintenance. A Certificate of Compliance can be provided pending a completed application.
The owner, or their authorized agent, will need to complete the Certificate of Appropriateness
application—Page 5 of the attached application packet—and return this for review. You are welcome to
provide these documents via email.
As a resource to property owners, Planning & Development staff have created an interactive map of the
district using GIS technology for property owners and residents to access key information regarding each
structure and historic site as well as get up-to-date information on recently approved and active COA
permits: MacArthur Park Historic District Interactive Map.
Based on your conversation with Hannah, I have drafted and attached a Certificate of Compliance with
the conditions. Please review this draft and confirm if the COC reflects the full scope of your project.
Once confirmed, Staff will then sign and send a copy back to you for your records.
