Good morning, Joan,
Thank you for your patience as I drafted up your Certificate of Compliance (COC). Please see attached
copy of the signed COC for the property at 913 Rock St. The original COC will be mailed to the owner’s
mailing address listed with the county assessor. Please upload the attached copy of the signed COC to
your building permit application when you apply in the permit portal, if one is required.
The COC, or the copy, is required to be posted to the property in a location visible from the public right-
of-way during your project work. This is primarily for our code enforcement officers and surrounding
neighbors to see that the work has been permitted.
Once you have completed the work and are ready for inspection, a COC inspection will need to be
scheduled in addition to regular inspection types relevant to the project scope. At this time, please reach
out to schedule a date and time at your convenience to review the work and complete the COC
inspection.

Hi Joan,
Thank you for your call regarding the property at 913 S. Rock Street. To summarize some basic
information about the MacArthur Park Local Ordinance Historic District and the Little Rock Historic
District Commission:
The property at 913 S. Rock Street is within the MacArthur Park Local Ordinance Historic District. The
goal of the local ordinance district is to protect and preserve the unique and valued qualities of such an
area, its urban design, architectural character, and historic materials in buildings and in landscapes. A
property owner in this district is subject to the rules and regulations as set forth by the City of Little Rock
ordinances, Municipal Code Chapter 23, Sec. 76-160, that is based on Arkansas State law. Any exterior
renovation of structures, additions, fencing, or other site features requires the issuance of a Certificate
of Appropriateness either administratively approved by staƯ or reviewed by the Little Rock Historic
District Commission at their regularly monthly public meetings.

In this section, you will find information regarding the HDC, the design guidelines, the application
process, and other resources.
A Certificate of Appropriateness can be provided pending additional submittal requirements: a
completed COA application (page 5 only), photographs of the existing roof, proof of ownership, and list of
materials. The owner, or their authorized agent, will need to complete the Certificate of Appropriateness
application—Page 5 of the attached application packet—and return this for review along with the
requested submittal documents. Please make sure the description provided in the COA application is
reflective of the full scope of work for this project. You are welcome to provide these documents via
email.
Lastly, as a resource to property owners, Planning & Development sta Ư have created an interactive map
of the district using GIS technology for property owners and residents to access key information
regarding each structure and historic site as well as get up-to-date information on recently approved and
active COA permits: MacArthur Park Historic District Interactive Map.
