Thank you for sending these over. It was very thorough and helpful to us. Because this is ordinary
maintenance and replacing an asphalt roof with a new asphalt roof, this can be approved at staff level. I
will email you a draft of your Certificate of Compliance, have you review the draft for accuracy of scope
of work, and then I will issue you your signed Certificate of Compliance once accuracy is confirmed. This
should be a quick turnaround.

I was trying to reduce file size of Kim’s application he sent back signed and I accidentally sent email.
Here is his signed copy of the application you sent. I’m also including the version I filled out so you can see the description of what
we intend to do better.
I’ll send a link to some photos from my roofing platform in a minute. Also included is the insurance scope of work.
Photos are on the way. Please let me know what else you need to help this process. Would obviously like for you to be able to approve
as opposed to having to wait on a board meeting. So, just let me know what you need and I’ll provide. Also, it’s a message/day spa
and they are closed until Nov 14th. So, that would be ideal to get this done before they open back up.

Thank you for your call this morning regarding the property at 506 Ferry Street. To summarize some
basic information about the MacArthur Park Local Ordinance Historic District and the Little Rock
Historic District Commission:
The property at 506 Ferry Street is within the MacArthur Park Local Ordinance Historic District. The goal
of the local ordinance district is to protect and preserve the unique and valued qualities of such an area,
its urban design, architectural character, and historic materials in buildings and in landscapes. A
property owner in this district is subject to the rules and regulations as set forth by the City of Little Rock
ordinances, Municipal Code Chapter 23, Sec. 76-160, that is based on Arkansas State law. Any exterior
renovation of structures, additions, fencing, or other site features requires the issuance of a Certificate
of Appropriateness either administratively approved by staff or reviewed by the Little Rock Historic
District Commission at their regularly monthly public meetings. For more information about the Historic
District Commission and the MacArthur Park Design Guidelines, scroll until you find the Historic District
Commission.
Roof repair will be reviewed to determine whether it can be approved by staff or by the HDC, pending the
following submittal requirements: a completed COA application (page 5 only), photographs of the
existing roof, proof of ownership, and list and picture of materials. The owner, or their authorized agent,
will need to complete the Certificate of Appropriateness application—Page 5 of the attached
application packet—and return this for review along with the requested submittal documents. Please
make sure the description provided in the COA application is reflective of the full scope of work for this
project. Detailed instructions can be found on the application packet. You are welcome to provide these
documents via email.
Lastly, as a resource to property owners, Planning & Development staff have created an interactive map
of the district using GIS technology for property owners and residents to access key information

regarding each structure and historic site as well as get up-to-date information on recently approved
and active COA permits: MacArthur Park Historic District Interactive Map.
