represent and show unto, your honorable
body: That, under the provisions Of the
constitution of the state of Arkansas of
1874, cities of the first, class are only per-
mitted to levy a taX of five mills on the
dnliar for general Purposes, which in-
eludes all the eXpenses of carrying the
City L'overnulent - which amount is wholly
inadequate to pay these general expen
