HomeMy WebLinkAbout22769 1 ORDINANCE NO. 22,769 2 3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO. 4 22,568 (DECEMBER 26, 2024), ORDINANCE NO. 22,698 (DECEMBER 16, 5 2025),TO ADJUST THE 2025 FISCAL YEAR BUDGET ORDINANCES TO 6 REFLECT REVENUE AND EXPENDITURE ADJUSTMENTS FOR THE 7 GENERAL FUND, STREET FUND, VEHICLE STORAGE FUND, 8 PARKING GARAGE FUND, AND WASTE DISPOSAL FUND; TO 9 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES. 10 11 WHEREAS,the City of Little Rock,Arkansas(the"City")approved a Comprehensive Budget in City 12 of Little Rock, Arkansas,Ordinance("LRO")No.22,568 (December 26,2024);and, 13 WHEREAS,the approved Comprehensive Budget was amended by LRO No. 22,698 (December 16, 14 2025) for the General Fund, Street Fund, Vehicle Storage Fund, Waste Disposal Fund, Parking Garage 15 Fund related to operational changes;and, 16 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General 17 Fund, Street Fund, Vehicle Storage Fund, Parking Garage Fund, and Waste Disposal Fund and where 18 necessary to authorize the increase or decrease in the 2025 Fiscal Year line items for these and other matters; 19 and, 20 WHEREAS, the Mayor, City Manager, and the Chief Financial Officer, in compliance with City 21 Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to the 22 Board of Directors for approval. 23 NOW,THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 24 OF LITTLE ROCK,ARKANSAS: 25 Section 1. General Fund Section 1 of LRO No. 22,698 (December 16, 2025) is hereby amended to 26 reflect an increase in the General Fund Operating Resources in the amount of Six Million, Ninety-Eight 27 Thousand,Two Hundred Twenty-Three Dollars($6,098,223)to Two Hundred Seventy-One Million,Three 28 Hundred Seven Thousand,Five Hundred Four Dollars($271,307,504),and to amend Section 1 of LRO No. 29 22,698 (December 16,2025)to reflect an increase in the operating budgets for General Fund Departments 30 by Seven Million, Six Hundred Eighty-Nine Thousand, Five Hundred Forty-One Dollars ($7,689,541)to 31 Two Hundred Seventy-One Million, Seven Hundred Seventy-Four Thousand, Twenty-Nine Dollars 32 ($271,774,029). 33 Section 2. Waste Disposal Fund Section 4 of LRO No. 22,698 (December 16, 2025) is hereby [Page 1 of 2] 1 amended to reflect an increase in the Waste Disposal Fund Operating Resources of One million, One 2 Hundred Nine Thousand, Four Hundred Fifty-Five Dollars ($1,109,455) to Thirty-One Million, One 3 Hundred Eighty-Two Thousand,One Hundred Fifty-Three Dollars($31,182,153),and to amend Section 4 4 of LRO No. 22,568 (December 26, 2024)to reflect an increase in the operating budgets for One Million, 5 Four Hundred Twenty-Six Thousand, Seven Hundred Twenty-Six Dollars ($1,426,726)to Twenty-Seven 6 Million,Nine Hundred Seventy Thousand,One Hundred Twenty-Six Dollars($27,970,126). 7 Section 3. Parking Garage Fund Section 5 of LRO No. 22,698 (December 16, 2025) is hereby 8 amended to reflect an increase in the Parking Garage Fund Operating Resources of Ninety-Seven Thousand, 9 Eighty-Seven Dollars ($97,087) to Three Million, Sixty-Two Thousand, Six Hundred Sixty-Six Dollars 10 ($3,062,666)and to amend Section 5 of LRO No.22,568(December 26,2024)to reflect an increase in the 11 operating budget of Six Thousand,Five Hundred Thirteen Dollars($6,513)to One Million, Four Hundred 12 Thirty-Two Thousand,Two Hundred Sixty-Eight Dollars($1,432,268). 13 Section 4. Records. The Chief Financial Officer is directed to maintain appropriate records which 14 provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials 15 provided to the Board of Directors on April 28, 2026. 16 Section 5.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word 17 of this resolution is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication 18 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the 19 portion so declared or adjudged invalid or unconstitutional was not originally a part of the resolution. 20 Section 6. Repealer. All laws, ordinances, resolutions, including but not limited to LRO No. 22,568 21 (December 26, 2024)and LRO No.22,698(December 16, 2025)or parts of the same,that are inconsistent 22 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency. 23 Section 7.Emergency Clause.
