3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO MODIFY
4 LITTLE ROCK, ARK. RESOLUTION NO. 16,647 (APRIL 1, 2025) AND
5 APPROVE ADDITIONAL FUNDING FOR THE CONTRACT WITH
6 FLYNCO, INC.; AND FOR OTHER PURPOSES.

8 WHEREAS, Little Rock,Ark. Resolution No. 16,647 was duly adopted on April 1,2025,authorizing
9 the Little Rock Zoo to enter into a contract with Flynco,Inc. for renovations and upgrades associated with
10 the Little Rock Zoo Front-Entry Bond Project, in an amount not to exceed Eleven Million Three Hundred
11 Thirty-Two Thousand and 00/100 Dollars($11,332,000.00); and,
12 WHEREAS, the Little Rock Zoo has identified the need for enhancements to the waterfall feature
13 designs as part of the ongoing project;and,
14 WHEREAS, the Arkansas Zoological Foundation has committed to providing additional funding in
15 the amount of One Hundred Thousand and 00/100 Dollars($100,000.00),inclusive of applicable taxes and
16 fees,to support these improvements; and,
17 WHEREAS, funds for this additional expenditure are available in Little Rock Zoo Account No.
18 108659-63211-S65C500,titled"Arkansas Zoo Foundation";and,
19 WHEREAS, approval of this additional funding will increase the total not-to-exceed contract amount
20 with Flynco, Inc. to Eleven Million Four Hundred Thirty-Two Thousand and 00/100 Dollars
21 ($11,432,000.00).
22 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. The City Manager is hereby authorized to modify Little Rock, Ark. Resolution No. 16,647
25 to increase the contract with Flynco, Inc. by an additional amount of One Hundred Thousand and 00/100
26 Dollars($100,000.00),inclusive of applicable taxes and fees,for the purpose of improving waterfall feature
27 designs at the Little Rock Zoo.
28 Section 2.Funding for this modification shall be provided by the Arkansas Zoological Foundation and
29 allocated from Little Rock Zoo Account No. 108659-63211-S65C500.
30 Section 3. The total not-to-exceed contract amount with Flynco, Inc. is hereby increased to Eleven
31 Million Four Hundred Thirty-Two Thousand and 00/100 Dollars($11,432,000.00).
32 Section 4. All other provisions of Little Rock, Ark. Resolution No. 16,647 shall remain in full force
33 and effect.

1 Section 5. Severability. In the event any portion of this Resolution is declared or adjudged to be
2 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
3 Resolution,which shall remain in full force and effect as if the portion so declared or adjudged invalid or
4 unconstitutional was not originally a part of this Resolution.
5 Section 6. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict
6 with any provision of this ordinance are hereby repealed to the extent of such conflict.
