3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH THE UNITED STATES DEPARTMENT OF
5 JUSTICE,OFFICE OF COMMUNITY ORIENTED POLICING SERVICES,
6 AND RATIFY THE CITY'S APPLICATION FOR GRANT FUNDED
7 AWARDED AND ACCEPT ONE HUNDRED NINETY-EIGHT THOUSAND,
8 ONE HUNDRED SIXTEEN DOLLARS ($198,116.00), IN GRANT FUNDS
9 FROM THE LAW ENFORCEMENT MENTAL HEALTH AND WELLNESS
10 ACT GRANT TO EXPAND OFFICER MENTAL HEALTH SERVICES
11 STRENGTHEN PEER SUPPORT PROGRAMMING, AND IMPLEMENT
12 EVIDENCE-BASED WELLNESS STRATEGIES TO ENHANCE
13 RESILIENCY, RETENTION,AND OPERATIONAL READINESS WITHIN
14 LITTLE ROCK POLICE DEPARTMENT FROM OCTOBER 1, 2025
15 THROUGH SEPTEMBER 30,2027;AND FOR OTHER PURPOSES.

17 WHEREAS,the City acknowledges that the U.S.Department of Justice Office of Community Oriented
18 Policing Services is offering grant funds from the Law Enforcement Mental Health and Wellness Act; and,
19 WHEREAS, the City has applied for grant funds from the U.S. Department of Justice Office of
20 Community Oriented Policing Services and if awarded desires to accept One Hundred Ninety-Eight
21 Thousand, One Hundred Sixteen Dollars ($198,116.00) in funding awarded through the grant process to
22 expand officer mental health services, strengthen peer support programming, and implement evidence-
23 based wellness strategies to enhance resiliency, retention, and operational readiness within Little Rock
24 Police Department, from October 1,2025 through September 30,2027.
25 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS;
27 Section 1. The City Manager is hereby authorized to execute all necessary documents with U.S.
28 Department of Justice Office of Community Oriented Policing Services to ratify the acceptance of Law
29 Enforcement Mental Health and Wellness Act grant funds to accept One Hundred Ninety-Eight Thousand,
30 One Hundred Sixteen Dollars($198,116.00) in funding awarded through the grant process to expand officer
31 mental health services, strengthen peer support programming, and implement evidence-based wellness
32 strategies to enhance resiliency,retention,and operational readiness within Little Rock Police Department,
33 from October 1,2025 through September 30,2027.

1 Section 2. Grant funds for this expenditure will be in Account No. 270529 G52DF251 COPS FY25
2 LEMHWA.
3 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
4 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
5 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
7 resolution.
8 Section 4.Repealer.All laws,ordinances, resolutions,or parts of the same,that are inconsistent with
9 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
