HomeMy WebLinkAbout17038 1 RESOLUTION NO. 17,038 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ACCEPT 4 AND UTILIZE FEDERAL-AID TRANSPORTATION ALTERNATIVE 5 PROGRAM OR RECREATIONAL TRAILS PROGRAM FUNDS TO PAY 6 FOR THE CONSTRUCTION OR PURCHASE OF A FLOATING PIER FOR 7 MOTORIZED BOAT DOCKING AND LOADING, AND OTHER PLAN 8 IMPROVEMENTS AND COMPONENTS FOR RIVER MOUNTAIN PARK; 9 AND FOR OTHER PURPOSES. 10 11 WHEREAS, the City's Parks and Recreation Department is making improvement plans for River 12 Mountain Park, including a floating pier for motorized boat docking and loading, and other plan 13 components including corrective drainage improvements, ADA-compliant parking, and a kayak launch; 14 and, 15 WHEREAS,the City's Parks and Recreation Department has worked with the Grants Division of the 16 Finance Department to procure funding through federal-aid transportation alternative program or 17 recreational trails program funds to cover the cost of construction or purchase of a floating pier for 18 motorized boat docking and loading,and other plan components; and, 19 WHEREAS, it is the recommendation of the City's Parks and Recreation Department the Grants 20 Division of the Finance Department to apply and accept federal-aid transportation alternative program or 21 recreational trails program funds,which will be utilized to pay for the construction or purchase of a floating 22 pier for motorized boat docking and loading, and other plan components including corrective drainage 23 improvements,ADA-compliant parking,and a kayak launch at River Mountain Park; and. 24 WHEREAS, the acceptance and use of Federal-aid Transportation Alternatives Program or 25 Recreational Trails Program Funds will require a 20% local match by the City in an amount not to exceed 26 One Hundred Thousand Dollars($100,000.00) 27 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 28 OF LITTLE ROCK,ARKANSAS; 29 Section 1. The City Manager is authorized to execute the necessary application and acceptance 30 documents to acquire 80% federal funding participation through federal-aid transportation alternative 31 program or recreational trails program for the River Mountain Park Improvement Project. 32 Section 2. City funding of the 20% match is not to exceed One Hundred Thousand Dollars 33 ($100,000.00),which is available in Parks'Bond Fund Account No. 332459 B45D018. [Page 1 of 21 1 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 5 resolution. 6 Section 4.Repealer.
