3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH VOLKERT, INC. IN AN AMOUNT NOT TO
5 EXCEED FORTY- EIGHT THOUSAND AND 00/100 DOLLARS,
6 ($48,000.00),FOR RIGHT-OF-WAY AND ACQUISITION SERVICES FOR
7 THE STUMP CREEK DRAINAGE PROJECT; AND FOR OTHER
8 PURPOSES.

10 WHEREAS,it has been deemed appropriate and necessary to make improvements to Stump Creek
11 east of Reck Road to reduce the frequency and severity of flooding in the American Manor neighborhood;
12 and,
13 WHEREAS,the project will require the acquisition of easements to allow access for construction
14 and future maintenance of the improvements to Stump Creek; and,
15 WHEREAS,on June 6,2023,the Board of Directors adopted Little Rock,Ark. Resolution 16,000
16 authorizing the acquisition of easements and right of ways as needed for the construction and maintenance
17 of projects included in the 2023-2025 Street & Drainage Capital Improvement Program as funded by the
18 2022 Capital Improvement Bonds;and,
19 WHEREAS,On February 11,2026,The City of Little Rock issued a request for Letters of Interest
20 for professional services to include appraisal, acquisition and negotiation for the Stump Creek Drainage
21 project under bid number 221844. Volkert, Inc. was selected by an approved selection committee as the
22 most qualified of two(2)responses to provide the services.
23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
24 CITY OF LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is hereby authorized to execute a contract with Volkert,Inc.for Right
26 of Way and Acquisition Services for the Stump Creek Drainage project in an amount not to exceed Forty-
27 Eight Thousand and 00/100 Dollars,($48,000.00).
28 Section 2. Funding for this project is from the 2022 Capital Improvement Bonds as authorized by
29 Little Rock,Ark. Resolution 15,968(May 2, 2023)with funds from Account Activity B2D015D.
30 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
31 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
2 resolution.
3 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
4 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
