PROPOSAL FOR DOWNTOWN HOMES — CERTIFICATE OF APPROPRIATENESS
Three single family homes and one loft apartment are proposed for a lot in downtown Little Rock
situated between Rock and Cumberland streets and between 6th and 7th streets. The location is
within the Little Rock Historic District - MacArthur Park. These upscale executive homes will be
built in the best interest of the surrounding neighborhood, and property values will not be adversely
affected.
Each house will be brick and compatible to surrounding structures in foundation height, roof height
and pitch, and exterior appearance. Extensive landscaping will be done to ensure the property
conforms to surrounding landscape within two years of construction.
The lot has 18,300 square feet of land. This location is zoned as R-4A, but the Little Rock Code
allows R-5 Urban Residential in this area. A Planned Zoning Development change request has
been submitted to the subdivision committee to allow a slight variation in minimum site area and
minimum front and side setbacks for these homes. The change will be in keeping with surrounding
property.
Surrounding property south of the proposed homes includes two residential style homes (two
stories) that have been converted to apartments, and two four-plex apartments that are two stories.
North of the proposed homes are the one story Answerfone building, a multi -unit two story
apartment complex, and a paved parking lot.
Construction on House '#9 and House #3 will begin upon approval of the project and should be
complete by March, 2006. House 9 and Loft #1 construction will begin in December, 2006 and
end approximately August, 2007.

SITE PLAN — DETAILS
Three houses and one loft apartment with three detached garages are proposed. Two houses will
face Rock Street and one house will face Cumberland Street.
A designated common area is planned for garage access, parking and driveway space. All
driveway, parking and sidewalk construction will be of smooth concrete.
The alley was closed by city ordinance number 12,745, complicating access to the property. In a
best -case scenario, negotiations will be reached with surrounding property owners to allow access
to these three rear -loading garages. In a worst -case scenario, access will be from a curb -cut on
Cumberland Street and a concrete driveway along the western -most lot adjacent to the existing
paved parking lot. Either scenario will feature a black decorative wrought iron security gate and a
six foot wood privacy fence surrounding the driveway and parking area. Approval is requested for
both scenarios as negotiations are pending with surrounding property owners.
Both houses facing Rock Street will have wrought iron fencing in the front lawn similar to the
adjacent house (see picture).
Extensive landscaping in the front lawns and the private courtyards is planned for all houses.
Landscape plants will be purchased at a size that will mature in 2-3 years. The courtyards between
the house and garage will be fenced with a six foot privacy wood fence. The house facing
Cumberland Street will also have extensive landscaping on the northern side which is easily visible
from one-way Cumberland Street.
Every attempt will be made to save all of the trees on the northern edge of the property. One tree
in the alley may need to be removed, but will be saved if possible. The drip lines of all trees will be
protected with plastic fencing during construction. This process protects the root system of the
trees.
A security light will be installed on the exterior of each garage directing light on the garage
openings. The light will automatically turn on if movement is detected near the garage doors.
Other exterior lighting will be similar to surrounding houses in look. A light at each front door and
back door is planned.
Garbage cans and recycle bins will be stored in the garages or between the garages and not
visible from the street except on collection day.
