3 ENCOURAGING ALL BOARDS AND COMMISSIONS
4 OF THE CITY OF LITTLE ROCK TO USE THE
5 CITY ATTORNEY'S OFFICE FOR LEGAL SERVICES.

7 WHEREAS, the City of Little Rock employs a legal staff to
8 provide legal advice and services for various boards, commissions
9 and city departments; and
10 WHEREAS, pursuant to Article III, § 2-28 of the Little Rock
11 Code of Ordinances, the City Attorney is required to advise all
12 committees, officers and officials of the City on any and all
13 legal questions affecting the City's interest; and
14 WHEREAS, during the years 1983 and 1984, over $430,000 was
15 paid by various City boards and commissions for outside legal
16 services.
17 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
-18 THE CITY OF LITTLE ROCK, ARKANSAS:
19 SECTION 1. The Board of Directors wishes to express its
20 intent and desire to reduce the expenditure of taxpayers dollars
21 on outside legal fees, by encouraging and requesting that all
22 City boards and commissions use the services of the City's legal
23 department whenever possible and practicable.
24 SECTION 2. The Board of Directors requests each city Board
25 and Commission to read this resolution at its next regularly
26 scheduled meeting and have said reading reflected in their
27 minutes.

On June 4, 1985, the Board of Directors, through Ordinance
No. 14,897, condemned certain properties within the City
including 522 Rock Street. Because of provisions in the
state enabling legislation, Historic District Commissions
are expressly forbidden from preventing demolition of
structures found to be unsafe and a danger to the public,
although the Commission is allowed to delay action for 30
days. Because of this, the question of demolition of this
structure becomes a moot point. However, the City
Attorney's office has delayed pursuing this issue pending
the Commission's action.
