Dear Mr. Dooley:
The Quapaw Quarter Association recommends that
the'MacArthur Park Historic District Commission
approve Option II of the'4/29/87 revised site plan
submitted by the American Legion Post No. 1 for a
landscaped- parking lot at Sixth and Rock Streets.
The OQA believes that the revised plan constitutes
a good faith effort on the part of the American
Legion to create an attractive, well maintained
parking lot. The proposed trees and shrubs should
provide a buffer between the lot and the street; the
sprinkler system will ensure the survival of these
plantings. Such landscaping is an aesthetically
preferable substitute for a board fence, and is more
in keeping with the MacArthur Park area.
Option II of the revised plan is substantially
in compliance with the conditions set forth by the
Commission on June 5, 1986. Although the plan does
not provide for any lighting, the QQA believes that
the site is already adequately lighted from the street
and nearby structures. The Commission's set -back
requirements have been met, as have the conditions
for screening the dumpster, underground placement of
wiring and landscaped islands.
We cannot resurrect the structure that we lost
on this site. Option II of the revised plan is an
acceptable way of dealing with the empty lot that is
left.
Sincerely,
