Dear Mr. Dooley:
Using the letter dated June 25, 19BB Cas signed by your predcessor, Mr.
Robert Atkinson); a complying design has been attempted by Darcia Norwood
of Norwood's Asphalt +, Inc. Ms. Norwood reports that on February 3, she
presented her plan in a meeting attended by yourself, Mr. Stephen Giles,
Ms. Patricia Benton and Mr. Richard Wood. Ms. Norwood further reports
that the determination of the meeting was to request a reconsideration in
March, to appear in April before the full Historic District Commission.
This request for reconsideration should be construed as a concerted coop-
erative effort by all parties involved; the American Legion, the City of
Little Rock and the MacArthur Park Historic District Commission. This
request is being made with the best of intentions and highest regard.
The birthplace of General Douglas MacArthur lies at the very heart of the
MacArthur Park Historic District while the meeting place of those men who
courageously served under the General is at the northwest corner of the
Historic District. In honor of such a great military leader, the
American Legion sincerely desires to put forth every effort possible to
resolve this matter.
Nonetheless, neither this request for reconsideration nor the unanimous
consent of this request by the MacArthur Park Historic District
Commission should nor will jeopardize the legal position of either the
American Legion nor the City of Little Rock. It is not the intention of
the American Legion to prejudice, nor damage either legal position. In
addition, whether the reconsideration is granted or not, any and all
appeal processes which might have been or might be available to either
the City of Little Rock and/or the American Legion will be held in
abeyance.
The attached document addresses the letter dated June 25, 1986 item by
itme for the Historic District commission's review for reconsideration.

In a visit with Mr. Henk Koostra, Traffic Engineer, as
initiaLed by Mrs. D.Arcia Norwoud; Mr. Koositra advised her that nothing
