Dear Mr. Corn:
This letter is to inform you that on June 5, 1986, the
Little Rock Historic District Commission approved American
Legion's Post No. 1 application for a Certificate of
Appropriateness for Case M-3. This approval is subject to
the following conditions:
.� 1. Dumpster and trash collectors be placed in the rear
of the property, next to the alley, and be screened
by a 7 ft. high opaque board fence.
L 2. All signs on the property be in compliance with the
Historic District Ordinance and Guidelines.
VIN , (93. Lighting be provided and that it be of a style that
is compatible with the Historic District.
ZI4. A minimum three permanent islands or spaces of a
minimum 0'X 20' imension be provided for lighting
standards. a spaces shall be distributed within
the interior of the parking lot and shall contain a
light standard, ground cover and shrubs. Additional
period style lighting may be used around the periphery
of the property if desired.
05. All electric wiring must be placed underground.
6. Since frontyard space is an essential element of the
MacArthur Park area, especially along Rock Street,
$ a minimum setback from the property lines of 6 ft.
along the 6th Street frontage and 14 ft. along the
6A Rock Street frontage must be provided. These
° setback areas must contain trees and shrubs for
screening and a ground cover; all of which must be
Q� of a type appropriate to the area.

A board fence of a minimum of 5 ft. in height shall
be erected between the landscaped setbacks on the

south and east frontages and along that portion of
the property line which abuts the parking lot on the
north.

Use rf the parking lot shall be limited to members of

the American Legion and shall not be leased to other

persons.

The upkeep of the parking lot and attendant land-
scaping will be the responsibility of the American
Legion and is necessary for compliance.
A-10.
Parking on the expanded area of the lot will not be
allowed until all of these conditions have been met.
This application was approved because it is an expansion of
an existing lot which would also bring two noncompatible and
pre-existing parking lots into compliance with the Historic
District's aesthetic and visual needs.
Staff has been authorized to review plans for compliance
with these conditions. If staff finds that these conditions
have been met, then a Certificate of Appropriateness shall
be issued without further Commission involvement. If,
however, staff and the applicant differ as to whether or not
a plan is in compliance, the matter shall be resolved by the
full Commission.
