We have read your brief and believe that it is a necessary addition to the arguments the Cit.y has made in this matter. As pointed out in your brief, the purpose of historic districts should be the paramount consideration in reviewing any particular decision of the commission. The fact that so many courts throughout the Country have agreed with this position offers us greater comfort with our decision in this case.
