Dear Mr. McGowan:
On behalf of the Little Rock Historic District, I
would like to extend our sincere appreciation to you for
filing an amicus curiae brief in the above matter. We
have read your brief and believe that it is a necessary
addition to the arguments the Cit.y has made in this
matter.
As pointed out in your brief, the purpose of
historic districts should be the paramount consideration
in reviewing any particular decision of the commission.
The fact that so many courts throughout the Country have
agreed with this position offers us greater comfort with
our decision in this case. We are hopeful that the
Arkansas Supreme Court will agree with you.
Please extend our thanks and appreciation to the
Quapaw Quarter Association for a job well done.

On May 14th at a called special meeting of the Little Rock
Historic District Commission, Option No. 2 parking lot and
landscaping plans of your client was approved for their property
at 6th and Rock Street.
This letter is a reminder to prepare an Order of Dismissal in the
above -captioned matter since there are no remaining legal issues
to be tried in Chancery Court.
If you have any questions regarding this matter, please give me a
call.

As I understand the status, some negotiations took place, and the
SRG/ss Legion made a proposal ... the Historic Dist CJomm made a counter
offer, that is being considered now.... It has not been accepted, and I am
sure there will be further negotiations....
I, W. Mike Dooley, Planner III, Office of Comprehensive
Planning, City of Little Rock, Arkansas, do hereby certify that
the foregoing is a true and correct copy of the Certificate of
Appropriateness requested by the American Legion #1 located at
522 Rock Street. Included is a copy of the approved site plan
submitted to the Little Rock Historic District Commission for
public hearing on May 14, 1987.
