3 AN ORDINANCE TO AMEND LITTLE ROCK,ARK., REV. CODE § 17.5-
4 24 (1988) TO ADD A SUBSECTION (d) TO SET THE HOURS OF A JUVE-
5 NILE CURFEW FROM 10:00 P.M.TO 5:00 A.M.AS OF THE DATE OF PAS-
6 SAGE OF THIS ORDINANCE TO AND UNTIL SEPTEMBER 8,2026,FOR
7 SEVEN DAYS A WEEK; TO DECLARE AN EMERGENCY; AND FOR
8 OTHER PURPOSES.

10 WHEREAS,after a successful use of these hours as a juvenile curfew during the summer of 2025 to
11 cut down on juvenile crime and juvenile victimization, it is important to maintain such success during the
12 summer of 2026; and,
13 WHEREAS, in the River Market Entertainment District,there were reports of illegal activity that oc-
14 curred within the past week, and it is important, as the end of the 2025-2026 school year is coming to an
15 end,to ensure continued safety for juveniles within the City;
16 NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
17 OF LITTLE ROCK,ARKANSAS:
18 Section 1. Subsection (d) of Little Rock,Ark., Revised Code § 17.4-24 (1988)("LRC § No._") is
19 hereby amended to read as follows:
20 (d) Notwithstanding any other provision of this Code, from the date of passage of this
21 ordinance until September 8,2026,it shall be unlawful for any minor to be upon the streets,
22 sidewalks,parks,playgrounds,public places and vacant lots,or to ride in or upon,drive or
23 otherwise operate or be a passenger in any automobile, bicycle, scooter, or other vehicle
24 in, upon,over or through the streets or other public places between the hours of 10:00 p.m.
25 and 5:00 a.m.
26 Section 2. Nothing in this ordinance amends or lengthens the hours that juveniles are permitted to
27 remain within an entertainment district within the City as so designated by ordinance.
28 Section 3. During the period of time set forth in Section 1 of this Ordinance,the City shall maintain
29 records of issues that arise during the time frame that denote a violation of LRC § 17.5-24, and upon the
30 termination of the Ordinance, shall develop an approach to deal with juveniles during extended times that
31 school is not in session that protects the rights and interests of all persons,and that can be made a permanent
32 part of this Code provision if needed.

1 Section 4. This Ordinance shall automatically become ineffective, as if repealed, on September 8,
2 2026,without further action of the City,and shall remain in such ineffectiveness unless,and until,a perma-
3 nent amendment after further study is conducted and LRC 17.5-24 is otherwise amended.
4 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
5 word of this ordinance is declared or adjudged to be invalid or unconstitutional,such declaration or adjudi-
6 cation shall not affect the remaining portions of the ordinance which shall remain in full force and effect as
7 if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the ordinance.
8 Section 6. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
9 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
10 Section 7. Emergency Clause.It is vital to the City of Little Rock,Arkansas, that all appropriate steps
11 are taken to assure that juveniles under the age of eighteen(18)years old are protected from becoming the
12 victims of criminal offenses, and are prohibited from the commission of criminal offenses,particularly dur-
13 ing the spring and summer months when the weather would permit more such individuals to be able to take
14 park in unsupervised activities; this being one such step, an emergency is therefore, declared to exist and
15 this ordinance shall be in full force and effect from and after the date of its passage..
