Home My WebLink About22754 1 ORDINANCE NO. 22,754 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A 5 CONTRACT EXTENSION WITH GOVERNMENTJOBS.COM, INC., 6 D/B/A NEOGOV, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED 7 THOUSAND DOLLARS ($100,000.00), PLUS APPLICABLE TAXES AND 8 FEES, FOR THE NEOGOV PLATFORM MODULE SUBSCRIPTIONS 9 FOR CONTINUED ACCESS TO THE BIDDLE ON-LINE TEST GENIUS, 10 INSIGHT, ONBOARD, AND CANDIDATE TEXT MESSAGING 11 SUBSCRIPTIONS, FOR A ONE YEAR TERM FROM JANUARY 1, 2026 12 THROUGH DECEMBER 31,2026,TO DECLARE AN EMERGENCY;AND 13 FOR OTHER PURPOSES. 14 15 WHEREAS, since 2009, the City's Human Resources Department has contracted with 16 GovernmentJobs.com Inc.,d/b/a Neogov to provide the City with HR software solutions; and, 17 WHEREAS,over time, additional integrated software modules have been purchased from NEOGOV 18 including an Applicant Tracking System (ATS), Insight/OHC (applicant tracking system, with analytics), 19 Learn(learning management system),Onboard(onboarding system);along with several integrations Biddle 20 (on-line testing), Spark Hire(virtual interviewing)and Choice Screening(background vendor); and, 21 WHEREAS, the City's Human Resources Department has a need to continue Neogov software 22 platform module subscriptions through the end of the 2026 calendar year;and, 23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE 24 CITY OF LITTLE ROCK,ARKANSAS: 25 Section 1.The Board of Directors declares it impractical and unfeasible to acquire this Human Resources 26 Department Neogov software platform module service contract through the competitive bid contract. 27 Section 2.The Board of Directors hereby authorizes the City Manager to enter into a sole-source one(1) 28 year contract extension with GovernmentJobs.com Inc., d/b/a Neogov, in an amount not to exceed One 29 Hundred thousand Dollars ($100,000.00), including applicable taxes and fees, for Biddle On-line Test 30 Genius,Insight,Onboard,and Candidate Text Messaging Subscriptions for a one(1)year term from January 31 1,2026 through December 31,2026. [Exhibit A] 32 Section 3. Funds for this program are available from the Account No. 102701-61350. 33 Section 4.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word [Page 1 of 3] 1 of this ordinance is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication 2 shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the 3 portion so declared or adjudged invalid or unconstitutional were not originally a part of the ordinance. 4 Section 5.Repealer.All laws, ordinances, resolutions, or parts of the same,that are inconsistent with 5 the provisions of this resolution,are hereby repealed to the extent of such inconsistency. 6 Section 6.Emergency Clause.
