Home My WebLink About22750 1 ORDINANCE NO. 22,750 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A 5 THREE (3)-YEAR CONTRACT WITH ENVIRONMENTAL SYSTEMS 6 RESEARCH INSTITUTE, INC., IN AN AMOUNT NOT TO EXCEED 7 SEVEN HUNDRED THIRY SIX THOUSAND, EIGHT HUNDRED 8 DOLLARS ($736,800.00), PLUS APPLICABLE TAXES AND FEES, FOR 9 THE PURCHASE OF ESRI GIS ENTERPRISE SOFTWARE LICENSING 10 TO UPGRADE EXISTING SOFTWARE FOR A PERIOD OF THREE (3) 11 YEARS;AND FOR OTHER PURPOSES. 12 13 WHEREAS, there is a need to upgrade the City's current Geographic Information System software 14 platform supported by ESRI; and, 15 WHEREAS, per Environmental Systems Research Institute,Inc's quote attached hereto as Exhibit A, 16 the three (3)-year cost to upgrade to ESRI ArcGIS Enterprise Software platform licensing is $736,800.00, 17 including applicable taxes and fees; and 18 WHEREAS, this purchase is essentially an upgrade to existing software, it is impractical and 19 unfeasible to submit to competitive selection processes; 20 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 21 OF LITTLE ROCK,ARKANSAS: 22 Section 1. The Board of Directors finds that it is impractical and unfeasible to submit this purchase to a 23 competitive selection process. 24 Section 2. The Board of Directors hereby authorizes the City Manager to enter into a contract with 25 Environmental Systems Research Institute,Inc.,in the amount of$736,800.00,including applicable taxes and 26 fees,for the purchase of ESRI ArcGIS Enterprise Software licensing for a period of 3 years. 27 Section 3. Funding for Year 1 of this ArcGIS software upgrade is allocated in the following City 28 Department Accounts: 29 a. Executive Administration Account No. 101001-61330($107,838.00); 30 b. Housing&Neighborhood Programs Lien Turnback Account No. 210359-S00B393 ($18,000.00); 31 c. Information Technology Account No. 103001-61350($10,000.00); 32 d. Little Rock Police Department Account No. 105201-61350($10,000.00); 33 e. Parks Account No. 104523-632111 ($15,000.00); and [Page 1 of 4] 1 f. Public Works Sign Permits Special Project Account No. S008309-210409-61350 ($81,712.00) 2 Section 4. Funding for subsequent years shall be included in the annual operating budget of the City as 3 part of the budget development process. 4 Section 5. Severability.
