Home My WebLink About17013 RESOLUTION NO. 17,013 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH WITSELL, EVANS & RASCO P.A., DB/A 5 WER ARCHITECTS IN AN AMOUNT NOT TO EXCEED SEVENTY-TWO 6 THOUSAND SEVEN HUNDRED AND FIFTY-SIX DOLLARS AND 25/100 7 ($72,756.25), PLUS APPLICABLE TAXES AND FEES; TO PROVIDE 8 ARCHITECTURAL SERVICES FOR THE LITTLE ROCK MEDICAL 9 CLINIC; AND FOR OTHER PURPOSES. 10 11 WHEREAS,Little Rock, Ark. Resolution 16,887 was passed on December 2, 2025, for the provision 12 of an on-site medical clinic for city employees that will be operated by CareATC Inc.and includes services 13 such as pre-employment medical services, occupational health services, and ongoing medical and drug 14 testing services; and, 15 WHEREAS,on February 23, 2026,the City of Little Rock issued a request for Letters of Interest for 16 Architectural Design Services to design the medical clinic pursuant to the Request for Supplier 17 Qualifications (RFSQ) bid number 3504. Witsell, Evans & Rasco, P.A. d/b/a WER Architects ("WER 18 Architects")was selected by an approved selection committee as the most qualified of five(5)responses to 19 provide the design services;and, 20 WHEREAS,WER Architects has the required professional skill and judgment,and is willing to work 21 with the City for the project in a relationship of trust and cooperation, and in accordance with Arkansas 22 State Law and the City of Little Rock's Ordinance; and, 23 WHEREAS, the contract fee for Architectural Services is in an amount not to exceed Seventy-Two 24 Thousand Seven Hundred Fifty-Six Dollars and 25/100($72,756.25);and, 25 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 26 OF LITTLE ROCK,ARKANSAS: 27 Section 1. The Board of Directors hereby authorizes the City Manager to execute an Architectural 28 Services Agreement with Witsell,Evans&Rasco P.A.d/b/a WER Architects for Architectural Services in 29 an amount not to exceed Seventy-Two Thousand Seven Hundred Fifty-Six dollars and 25/100($72,756.25) 30 plus applicable taxes and fees for the construction of the Little Rock Medical Clinic. 31 Section 2. Funding for this agreement is available in the Group Health Account No. 101003 52031 32 and will be provided through funds from the City's medical insurer, Cigna Healthcare, and through the IPAGE 1 OF 21 I redirection of expenditures currently made to outside providers for pre-employment medical services, 2 occupational health services,and ongoing medical and drug testing services. 3 Section3. Severability. In the event any portion of this Resolution is declared or adjudged to be 4 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this 5 Resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or 6 unconstitutional was not originally a part of this Resolution. 7 Section 5. Repealer.
