Dear Dr. Ash
On behalf of the Little Rock Historic District Commission, it has been brought to our
attention that your building at 1417 Cumberland, located in the MacArthur Park Historic
District, had artificial siding installed recently.
After an inspection with a code enforcement officer, it was confirmed that while the front
facade does not have artificial siding, the side and rear elevations (north, east and
south) of the structure's addition appear to have artificial siding. If this is true, then I
would like to request that you appear before the Commission to answer particular
questions, such as why a Certificate of Appropriateness (COA) from the Commission
wasn't obtained prior to its installation and whether a building permit was obtained for
the work. It is city ordinance and procedure that a COA must be obtained for structures
located within the historic district for the installation of artificial siding, even if work is on
side elevations.
I would appreciate a phone call from you to confirm if artificial siding was applied to your
structure. If so, it would be helpful if you could attend the Commission meeting this
Thursday at City Hall (second floor in the Sister Cities Conference Room) and present
your situation to the members. If there are questions, please call me at 244-5420.
