Anne Guthrie DATE: September 1998 APPLICANT: Myra Ash ADDRESS: 1417 Cumberland COA REQUEST: Application of artificial siding to structure AFTER -THE -FACT PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: This project attracted attention when Marsha Taul came before the LRHDC (July 1998) to retain artificial siding on the north side of her rental apartments at 1305 Cumberland. As part of the exhibits and conversation, photos and addresses were taken of other structures in the historic district that have artificial siding and not commission approval. After further discussion, it was decided that Myra Ash should come before the LRHDC to present the situation. Several phone calls were made by staff to Ash and a letter was mailed requesting her presence at a meeting. It was learned that the artificial siding was applied to the two - storied structure in the fall of 1996, which was prior to the approval of the siding policy. The artificial siding was applied to the north and south elevations (two sides) and to the east (rear) elevation. No siding was applied to the west or front elevation. Code Enforcement Officer Rick Purifoy and staff inspected the structure this summer to confirm that it was artificial siding and where it was applied. While the siting of the structures along this block are not as close as the 1300 block of Cumberland, it is The two -storied structure is multi -family and also is the home of the applicant/owner. The structure is located south of 1-630, on the east side of Cumberland, which is one- way south; it is the fourth structure from the corner of 14th and the next -to -last structure before 15th Street. NEIGHBORHOOD IMPACT AND REACTION: None to date; however, some neighbors had commented that the house had artificial siding. STAFF RECOMMENDATION: It is the recommendation of staff that the artificial siding may be retained on the three elevations with the following conditions: ♦ the applicant shall be fined an amount established by the LRHDC ♦ all future exterior work on the structure will be reported to staff and necessary measures taken to ensure that a COA is required ♦ a privacy fence, approved by the LRHDC, will be erected along the property's north, east and south boundaries to lessen the impact of artificial siding .4! c y 'LITTLE ROCK M i 0pic D I S T R I C T APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Application Date: 2. 1- Date of Public Hearing: day of 0 (' " 4-0-` 1998 at P.M. 2.
