3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH AXON ENTERPRISE, INC. DB/A INVICTUS
5 APPS, INC., IN THE AMOUNT NOT TO EXCEED ONE HUNDRED
6 EIGHTY-ONE THOUSAND, NINE HUNDRED SIXTY DOLLARS
7 ($181,960.00), PLUS APPLICABLE TAXES AND FEES, FOR THE
8 PURCHASE OF AI-DRIVEN ASSISTIVE CALL-TAKING SERVICE
9 SUBSCRIPTION FOR A PERIOD OF THREE (3) YEARS; AND FOR
10 OTHER PURPOSES.

12 WHEREAS, the City's Emergency Communications Department has a need for an Assistive Call-
13 Taking service to assist live 911 operators capture real-time transcription and translation, text-to-voice,
14 spoken location with the help of Artificial Intelligence to better serve the City's residents and to improve
15 communication with callers who have speech or hearing impairments, limited English proficiency, or are
16 unable to safely communicate during emergencies; and
17 WHEREAS, pursuant to Little Rock, Ark. Resolution No. 16,603 (February 18, 2025), vendor
18 selection of Axon Enterprise, Inc., doing business as Invictus Apps, Inc. to provide the City with f AI-
19 driven Assistive Call-Taking subscription service was made through Omnia Partners under Insight Public
20 Sector, Inc. Cooperative Contract No. 23-6692-03.
21 WHEREAS,the cost to enter into a three(3)year subscription service contract for AI-driven Assistive
22 Call-Taking with Axon Enterprise,Inc.,doing business as Invictus Apps,Inc.,for a period of three(3)years
23 is One Hundred Eighty-One Thousand,Nine Hundred Sixty Dollars($181,960.00)as detailed in Exhibit A
24 attached hereto.
25 NOW, THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1.The City Manager is authorized to enter into a three(3)year subscription service contract for
28 AI-driven Assistive Call-Taking with Axon Enterprise, Inc., doing business as Invictus Apps, Inc., for a
29 period of three(3)years is One Hundred Eighty-One Thousand,Nine Hundred Sixty Dollars($181,960.00),
30 plus applicable fees and taxes.
31 Section 3.Funds for this program are available from the Emergency Communications'911 Wireless Fund
32 Account No.220512.

1 Section 4.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word
2 of this ordinance is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication
3 shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the
4 portion so declared or adjudged invalid or unconstitutional were not originally a part of the ordinance.
5 Section 5.Repealer.All laws, ordinances, resolutions, or parts of the same, that are inconsistent with
6 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
