3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH CELLULAR DATA SOLUTIONS, LLC, AND
5 ERICSSON, IN AN AMOUNT NOT EXCEED ONE HUNDRED THREE
6 THOUSAND, SEVEN HUNDRED SEVENTY-FOUR AND 18/100
7 DOLLARS ($103,774.18), INCLUDING APPLICABLE TAXES AND FEES,
8 FOR THE PURCHASE OF THIRTY-SIX (36) CRADLEPOINT R1900
9 MOBILE ROUTER-MODEMS WITH PANORAMA REEF SHARKEE
10 EXTERNAL ANTENNAS, SUPPORTING EQUIPMENT, AND THREE 3-
11 YEAR NETCLOUD SUBSCRIPTION SERVICE, TO OUTFIT LRPD
12 PATROL UNITS TO SUPPORT DEPARTMENTAL NEEDS; AND FOR
13 OTHER PURPOSES.

15 WHEREAS,it is essential that the Little Rock Police Department("LRPD")be equipped with reliable
16 tools and equipment for its patrol units,ensuring officers in the field have access to crucial real-time crime
17 data,CAD systems,and video feeds; and,
18 WHEREAS, LRPD is in the process of converting its patrol car fleet from 4G Rocket Modems that
19 have proprietary wiring and connectors,making replacement expensive and cumbersome to field-tested and
20 proven Cradlepoint R1900 Mobile Routers with embedded 5G Modems;and,
21 WHEREAS, there is a need to purchase additional Cradlepoint R1900 Mobile Routers with embedded
22 5G Modem units to continue this transition;and,
23 WHEREAS, pursuant to Little Rock, Ark. Resolution No. 16,603 (February 18, 2025), vendor
24 selection was made through TIPS/TAPS cooperative purchasing agreement Contract No.210101; and,
25 WHEREAS, the total cost to purchase Thirty-Six (36) Cradlepoint R1900 Mobile Router-Modems,
26 with Panorama Reef Sharkee External Antennas, supporting equipment, and three (3)-year NetCloud
27 subscription service is in an amount of not to exceed One Hundred Three, Seven Hundred Seventy-Four
28 and 18/100 Dollars($103,774.18),plus applicable taxes and fees,pursuant to the estimate as attached hereto
29 as Exhibit A.
30 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
31 OF LITTLE ROCK,ARKANSAS;
32 Section 1.The City Manager is authorized to enter into a contract with Cellular Data Solutions, LLC,
33 and Ericsson for the purchase of Thirty-Six (36) Cradlepoint R1900 Mobile Router-Modems, Thirty-Six

1 (36) Panorama Reef Sharkee External Antennas, supporting equipment, and three (3)-year NetCloud
2 subscription service in an amount not to exceed One Hundred Three, Seven Hundred Seventy-Four and
3 18/100 Dollars($103,774.18)),plus applicable taxes and fees..
4 Section 2. Funds for this purchase are available in the Little Rock Police Department Special Project
5 Funding Account Nos. 108529-60200 S52C520, 108529-60200 S52C477 and 108529-60200-S52C300.
6 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
7 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
8 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
9 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
10 resolution.
11 Section 4.Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
12 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
