Dear Ms. McDaniel:
As per our phone conversation on 4-22=04, I have determined that the property located at 1018
Cumberland Street is located within the MacArthur Park Historic District. All property with the
MacArthur Park Historic District is regulated by a local ordinance. In reference to your question
concerning handrails on the front porch, all proposed exterior changes, to any stricture in the
district, must be approved by the Little Rock Historic District Commission. A Certificate of
Appropriateness is required for any exterior changes in the district.
The Little Rock Historic District Commission meets on a monthly basis to review applications
for COA's. If you have any further questions, please contact me.

COA REQUEST: Install handrails on porches on main building entrances.
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The subject property
is located west of 1-30, on the 'west side of Cumberland Street, between 9'h and 10t'
Streets. The subject project's legal description is the Lots 8 and 9 of Block 24 Original
City of Little Rock, Pulaski County, AR.
The purpose and intent of this project is to construct new handrails on the porches of
the building entrances. The property has two apartment buildings with 2 entrances.
The proposed rails will be made of metal and placed on the right (north) side of each
porch.
There one criteria in the district's design guidelines for consideration.
1. Porches;
a. On front and side facades should be maintained in their original
configuration and with original materials and detailing.
b. Should not be removed if original.
c. And their detail should be retained intact with repair work and
replacement of missing parts, such as columns, posts, railings,
balusters, decorative molding and trim work, to match the original in
design, materials, scale, and placement.
NEIGHBORHOOD IMPACT AND REACTION: At the time of distribution, there
were no objections to this project request either in writing or by phone.
STAFF RECONUdENDATION: Staff recommends approval of this project.
