This property is within the MacArthur Park Local Ordinance Historic District and is subject to all rules and regulations of that district. Recently, this office received a comment about the painting of the foundation and retaining wall at your residence. I visited the site today and it appears that the wall and foundation had been previously painted. This commission does not approve paint colors on surfaces that have been previously painted. This is not an enforcement issue. However, while I there today, I noticed that two light fixtures had been installed on the front porch. State law provides for review of such by the Historic District Commission. Please accept this letter as formal notice that construction activity at 1023 Cumberland Street was also carried out in violation of state law requiring that a Certificate of Appropriateness ("COX) be obtained prior to making alterations to a structure located in a local ordinance historic district. Our records indicate that two light fixtures on the front porch were installed in violation of this COA requirement. To bring your property into compliance with state law, you must either restore the original materials to the structure or obtain a COA from the Little Rock Historic District Commission by filing an application and fulfilling all requirements thereof. One is attached for your convenience along with a current copy of the Design Guidelines. Failure to obtain a COA and a building permit (if applicable) for the new light fixtures will result in referral of this matter to the Zoning Enforcement Division of the City of Little Rock Planning and Development Department for enforcement proceedings in the City of Little Rock Municipal Court.
