3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH GENE SUMMERS CONSTRUCTION, INC.,
5 IN AN AMOUNT NOT TO EXCEED TWO HUNDRED TWENTY
6 THOUSAND, EIGHT HUNDRED EIGHTY-SIX AND 40/100 DOLLARS,
7 ($220,886.40), FOR THE 44TH STREET AND WELDON AVENUE
8 DRAINAGE IMPROVEMENT PROJECT; AND FOR OTHER PURPOSES.

10 WHEREAS, it has been deemed appropriate and necessary to analyze and design street and drainage
11 improvements for 44th Street from Foster Street to Weldon Avenue and along the east side of Weldon
12 Avenue south of 44th Street; and,
13 WHEREAS, project improvements include street reconstruction with new curb and gutter,
14 underground drainage and related work;and,
15 WHEREAS, responses to an Invitation to Bid ("ITB"), Bid No. 216028 for 44th Street and Weldon
16 Avenue Drainage were received by the City of Little Rock on January 29,2026;and,
17 WHEREAS,ten(10)bids were received,and it was determined that Gene Summers Construction,Inc,
18 provided the lowest,responsive,responsible bid meeting specifications.
19 NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. The City Manager is hereby authorized to execute an agreement for the 44th Street and.
22 Weldon Avenue Drainage project with Gene Summers Construction, Inc. in an amount not exceed Two
23 Hundred Twenty Thousand, Eight Hundred Eighty Six and 40/100 Dollars, ($220,886.40), which is the
24 base bid amount of One Hundred Eighty Four Thousand, Seventy Two and 00/100 Dollars, ($184,072.00)
25 plus a Twenty percent(20%)contingency.
26 Section 2. Funding for this project is from the Targeted Community Development funds identified for
27 projects in the John Barrow Road Corridor as authorized by Resolution 16,405 (August 20,2024).Account
28 Activity No. 108129 S 10C373.
29 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
30 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
31 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
32 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
33 resolution.

1 Section 4. Repealer.All laws,ordinances,resolutions, or parts of the same,that are inconsistent with
2 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
