3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH CURTIS CONSTRUCTION, INC., IN AN
5 AMOUNT NOT TO EXCEED THREE MILLION, TWO HUNDRED
6 NINETY-THREE THOUSAND, FOUR HUNDRED TWENTY-SIX AND
7 75/100 DOLLARS, ($3,293,426.75), FOR THE WEST 4TH STREET
8 DRAINAGE AND STREET IMPROVEMENTS PROJECT; AND FOR
9 OTHER PURPOSES

11 WHEREAS, it has been deemed appropriate and necessary to analyze and design drainage and
12 street improvements along Plateau Street and West 4th Street from Valentine Street to Valmar Street to
13 reduce the frequency and severity of street and property flooding; and,
14 WHEREAS,project improvements include construction of a new underground drainage system to
15 replace an undersized and failing older system,reconstructing the overlying surface streets with new curb
16 and gutter,curb inlets, underground drainage,sidewalk,and related work; and,
17 WHEREAS, responses to an Invitation to Bid ("ITB"), Bid No. 216582 for West 4th Street
18 Drainage and Street Improvements were received by the City of Little Rock on February 5, 2026; and,
19 WHEREAS, six (6) bids were received, and it was determined that Curtis Construction, Inc.
20 provided the lowest,responsive,responsible bid meeting specifications.
21 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
22 CITY OF LITTLE ROCK,ARKANSAS:
23 Section 1. The City Manager is hereby authorized to execute an agreement for the West 4th Street
24 Drainage and Street Improvements project with Curtis Construction, Inc. in an amount not exceed Three
25 Million, Two Hundred Ninety-Three Thousand, Four Hundred Twenty-Six and 75/100 Dollars,
26 ($3,293,426.75),which is the base bid amount of Two Million, Seven Hundred Forty Four Thousand, Five
27 Hundred Twenty Two and 29/100 Dollars,($2,744,522.29)plus a Twenty percent(20%)contingency.
28 Section 2. Funding for this project is from the % Cent Capital Improvement Sales and
29 Compensating Use Tax Funds and the 2018 Capital Improvement Bonds as authorized by Resolution
30 14803. Account Activity TS3B135.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
32 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
2 resolution.
3 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent
4 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
