Congratulations on the purchase of your property in the MacArthur Park Local
Ordinance Historic District. The City of Little Rock Historic District Commission is eager
for all new property owners to see for themselves the many protections that being in a
historic district can afford. In order to maintain the historic nature of this neighborhood,
it is important for all property owners to be familiar with the Historic District Guidelines.

As the guidelines state: "Preserving historic resources makes good economic sense.
Vital and attractive inner-city neighborhoods define the unique character and heritage of
a city and promote the overall quality of life by reusing established infrastructure."
Following the historic district guidelines helps to ensure that the character defining
elements of the neighborhood are protected.
I am in receipt of your letter dated April 30, 2009 concerning your proposed use of the
buildings at 1301 Cumberland Street. I spoke with both real estate agents and
exchanged emails with the Reddigs prior to the sale and explained to them that this
property is zoned R-4A with a conditional use permit for an accessory dwelling. This
zoning does not allow for the use by psychologists, attorneys, architects, etc. for an
office use.
To use the building for the purpose outlined in the letter, you will need to file for and
obtain a Conditional Use Permit for that use from the Little Rock Planning Commission.
I have included an application. The Staff person that handles those types of requests is
Dana Carney and his number is 371-6817. Any exterior alterations, changes or
maintenance that is done to the exterior of the house, signage, or other improvements
to the property, needs to be review by the Historic District Commission or myself. (I am
able to sign off on certain maintenance items.) My direct line is 371-4789.

importantly, preserve the beauty and character of the MacArthur Park Historic District
for future generations of homeowners. You next available filing deadline of the
Conditional Use Permit is May 18, 2009 and the next available filing deadline for the
Historic District commission is June 5, 2009. If you have any questions, please feel free
