MEMORANDUM
TO: ANNE GUTHRIE
HISTORIC PRESERVATION
HOUSING & NEIGHBORHOOD PROGRAMS DEPARTMENT
FROM: ANTHONY W. BLACK
DEPUTY CITY ATTORNEY P4
RE: CARADINE NOTICE
DATE: DECEMBER 13, 1999
Anne --
Pursuant to our telephone conversation this afternoon, please be advised that I object to the
changes that you have made concerning the Notice to Affected Property Owners that I prepared for
Wallace Caradine at the request of the Historic District Commission ("Commission").
Your changes alter the tenor and purpose of the communication from first person acceptance
of responsibility to third person acknowledgment of an "oversight." It is my opinion that your
alterations do not accurately reflect the sentiment of the Commission expressed at the hearing on this
matter.
Consequently, I do not approve of your revisions, especially in light of the fact that you made
them unilaterally absent a request from, or collaboration with, Mr. Caradine.
