Home My WebLink About22733 1 ORDINANCE NO. 22,733 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASABLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A 5 FIFTH CONTRACT AMENDMENT WITH SOUNDTHINKING INC. 6 (FORMERLY SHOTSPOTTER, INC.), IN AN AMOUNT NOT TO 7 EXCEED ONE HUNDRED FORTY-NINE THOUSAND, FIVE HUNDRED 8 DOLLARS ($149,500.000),FOR THE ANNUAL RENEWAL OF THE WIDE- 9 AREA GUNSHOT DETECTION RESPOND AND API SUBSCRIPTION 10 SERVICES FOR THE LITTLE ROCK POLICE DEPARTMENT'S, AND 11 FOR OTHER PURPOSES. 12 13 WHEREAS, SoundThinking Inc. (formerly ShotSpotter, Inc.) is a leading public safety technology 14 company that delivers data-driven solutions for law enforcement, civil leadership, and security 15 professionals for more than 2,000 agencies and 160 cities in the U.S. which offers specialized software 16 solutions and data capturing to assist law enforcement and civic leaders in creating safer communities 17 through its SafetySmart Platform; and, 18 WHEREAS, SoundThinking Inc. is the exclusive provider for ShotSpotter, and its software wireless 19 acoustic sensor array connects to ShotSpotter's centralized, cloud-based application to reliably detect and 20 accurately triangulate and locate gunshots. Sensors captures the precise time and audio associated with 21 impulsive sounds that may represent gunfire and used the captured data to locate the incident which is 22 filtered by sophisticated machine algorithms to classify the event as a potential gunshot. Acoustic experts, 23 who are located and staffed in ShotSpotter's 24x7 Incident Review Center, ensure and confirm that the 24 events are indeed gunfire.;and, 25 WHEREAS,the Little Rock Police Department entered an initial contract with ShotSpotter,Inc., dated 26 August 10, 2018; 27 WHEREAS, in Little Rock,Ark., Resolution No. 15392 (February 23, 2021)The Ctiy authorized the 28 amendment of the Annual Flex Subscription Services Contract for an additional;two(2)one (1)year terms 29 (December 19,2020 through and including December 18,2022);and for coverage of two square miles and 30 to coordinate or co-term the renewal of the Annual API Subscription Services(June 14, 2021 through and 31 including December 18,2022); and, [Page 1 of 4] 1 WHEREAS, in Little Rock, Ark., Resolution No. 15,844 (December 20, 2022) authorized and 2 extended the contract for one(1)additional year.This extension represents year three(3)of a three(3)-year 3 contract; and 4 WHEREAS, in Little Rock, Ark., Resolution No. 16,202 (January 9, 2024) which authorized and 5 extended the contract for one(1)additional year from December 19,2023,through and including December 6 18, 2024; and, 7 WHEREAS, in Little Rock, Ark., Resolution No. 22,602 (April 1, 2025) which authorized and 8 extended the contract for one(1)additional year from December 19,2024,through and including December 9 18,2025; and, 10 WHEREAS, the total cost for the City to renew and extend Little Rock Police Department's 11 ShotSpotter contract for period of one(1)year from December 19, 2025 through and including December 12 18, 2026, for the Respond and API Subscription Services is One Hundred, Forty-Nine Thousand, Five 13 Hundred Dollars($149,500.00)as seen in Exhibit A attached hereto. 14 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 15 OF LITTLE ROCK,ARKANSAS: 16 Section 1. The Board of Directors finds that it is impractical and unfeasible to competitively bid the 17 ShotSpotter Respond and API Subscription Services because SoundThinking Inc. (formerly known as 18 ShotSpotter,Inc.)., is the sole provider of the services. 19 Section 2. The City Manager is authorized to enter into a Contract Amendment with SoundThinking 20 Inc. (formerly known as ShotSpotter, Inc.), in the amount not to exceed One Hundred, Forty-Nine 21 Thousand, Five Hundred Dollars ($149,500.00)to ratify the annual renewal of the one (1) year contract 22 term from December 19, 2025 through and including December 18, 2026, for ShotSpotter Respond and 23 API Subscription Services. 24 Section 2. Funding for this expenditure will be paid from Little Rock Police Department Account No. 25 105201-61350. 26 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 27 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 28 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 29 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 30 resolution. 31 Section 4. Repealer.
