3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO AN LICENSING AGREEMENT PROVIDED BY MYTHICS, LLC
5 THROUGH MASTEK, INC., IN AN AMOUNT NOT TO EXCEED FOUR
6 MILLION, TWO HUNDRED NINETY-FOUR THOUSAND, SEVEN HUN-
7 DRED EIGHTEEN AND 40/100 DOLLARS($4,294,718.40),PLUS UNIVER-
8 SAL SERVICE CREDITS FOR A TERM NOT TO EXCEED EIGHTY-
9 FOUR MONTHS, FOR THE ORACLE FUSION SOFTWARE APPLICA-
10 TION A NEW ENTERPRISE RESOURCE PLANNING (ERP) SYSTEM;
11 AND FOR OTHER PURPOSES.

13 WHEREAS,the City issued a Request for Proposals (RFP) for a new Enterprise Resource Planning
14 (ERP) System and Implementation in August 2024 to replace the City's current ERP Infor Lawson; and
15 WHEREAS,the City received 15 submissions as part of the RFP process that concluded in September
16 2024;and,
17 WHEREAS,the City held demonstrations with seven of the 15 submitters,which encompassed all of
18 the ERP systems submitted in early 2025;and,
19 WHEREAS, the City narrowed the list down to three finalists in Spring and Summer of 2025 and
20 requested sandbox demonstration platforms to test out the applications; and,
21 WHEREAS, the City, through the technical proposals, demonstrations, and sandbox demonstration
22 platforms,has determined that the Oracle Fusion Software is the best fit for the City's needs.
23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is authorized to enter into a licensing agreement with Mythics, LLC
26 through Mastek, Inc. for an eighty-four (84) month contract for the Oracle Fusion Enterprise Resource
27 Planning(ERP) Software for an amount not to exceed$4,294,718.40 plus Universal Service Credits.
28 Section 2. Funding for this expenditure will come from the General Fund and will be included in the
29 annual budget for the City.
30 Section 3.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word
31 of this resolution is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication
32 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the
33 portion so declared or adjudged invalid or unconstitutional was not originally a part of the resolution.

1 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
2 the provisions of the is resolution,are hereby repealed to the extent of such inconsistency.
