3 A RESOLUTION TO AUTHORIZE THE SETTLEMENT OF LITIGATION
4 IN DAVID MATTOX,ET AL.v. CITY OF LITTLE ROCK,ET AL.; TO RE-
5 PEAL LITTLE ROCK, ARK., RESOLUTION NO. 16,961 (FEBRUARY 3,
6 2026);AND,FOR OTHER PURPOSES.

8 WHEREAS, the City of Little Rock,Arkansas ("the City") was involved in litigation in the
9 case of David Mattox, et al v. City of Little Rock, No. 60CV 21-5316,Pulaski Circuit("the Mattox
10 litigation"), which involved allegations by several members of the Little Rock Police Department
11 as to employment conditions; and,
12 WHEREAS, Little Rock,Ark., Resolution No. 16,961 (February 3,2026), authorized the set-
13 tlement of this matter; and,
14 WHEREAS, in addition to the settlement of all claims involved in the case the City and the
15 Arkansas Municipal League Defense Program("AMLDP")have agreed upon the payment of these
16 claims:
17 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
18 CITY OF LITTLE ROCK,ARKANSAS:
19 Section 1. The City ratifies the actions of the Mayor in the execution of settlement documents
20 in the Mattox litigation as authorized by Little Rock, Ark., Resolution No. 16,961 (February 3,
21 2026).
22 Section 2. The City notes that the four hundred and fifty thousand dollars ($450,000.00) set-
23 tlement amount,agreed upon in court-ordered mediation,has been paid to the relevant individuals,
24 and that the City's contribution and the AMLDP contribution are each two hundred and twenty-
25 five thousand dollars ($225,000.00).
26 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
27 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
28 declaration or adjudication shall not affect the remaining portions of the resolution which shall
29 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional
30 were not originally a part of the resolution.

1 Section r.Repealer.All laws, ordinances, resolutions, or parts of the same -- including but
2 not limited to LRR 19,691 (February 3,2026)which is hereby repealed in full --that are incon-
3 sistent with the provisions of this resolution, are hereby repealed to the extent of such incon-
4 sistency.
