3 A RESOLUTION TO RATIFY THE APPOINTMENT OF ALVIN PEER AS
4 A COMMISSIONER ON THE LITTLE ROCK HOUSING AUTHORITY
5 BOARD OF COMMISSIONERS, DB/A METROPOLITAN HOUSING AL-
6 LIANCE;AND, FOR OTHER PURPOSES.

8 WHEREAS, pursuant to state law the City of Little Rock,Arkansas ("the City") created the
9 Little Rock Housing Authority through Little Rock,Ark.,Resolution No. 1532 (October 56, 1940)
10 ("LRR No. "); and,
11 WHEREAS,pursuant to Ark. Code Ann. § 14-169-208 (West 2020), after the initial board of
12 commissioners for a municipal housing authority are named by the mayor of the municipality,
13 successors to vacancies are nominated by the commissioners subject to the approval of the gov-
14 erning body of the City; and,
15 WHEREAS, pursuant to Ark. Code Ann. § 14-169-208 (c) (West 2020), if a recommendation
16 is timely made by the commission, the City has 45-days to ratify or reject the nomination, and if
17 rejected,the commissioner has 30-days from written notice of the rejection to make another nom-
18 ination,but if the commission fails to do so within 45-days the governing body of the City selects
19 the replacement; and,
20 WHEREAS, in LRR No. 16,143 (October 17, 2023), Karen Buchanon was named a commis-
21 sioner of the Little Rock Housing Authority, d/b/a Metropolitan Housing Alliance ("MHA"); and,
22 WHEREAS, upon the expiration of her term, MHA nominated her for an additional term,but
23 on October 6, 2025,the City did not approve the nomination; and,
24 WHEREAS, MHA timely nominated Keith Fountain to succeed Karen Buchanon as a corn-
25 missioner,but on December 2, 2025,the City did not approve that nomination; and,
26 WHEREAS, pursuant to MHA Resolution No. 2026-02-05 (February 3, 2026), the commis-
27 sion nominated Alvin Peer to succeed Karen Buchanon as a commissioner and serve a term for a
28 period of five (5)years from the date of appointment(Exhibit A);
29 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
30 CITY OF LITTLE ROCK,ARKANSAS:

1 Section 1. The City ratifies the selection of Alvin Peer as a commissioner for the Little Rock
2 Housing Authority, d/b/a MHA, for a five year term to begin on the date of the passage of this
3 Resolution.
4 Section 2. Severability. The various parts, sections and clauses of this ordinance are hereby
5 declared to be severable. If any part, sentence, paragraph, section or clause is adjudged unconsti-
6 tutional or invalid by court of competent jurisdiction, the remainder of this ordinance shall not be
7 affected thereby.
8 Section 3. Repealer. All laws, ordinances, resolutions, or parts thereof in conflict with the
9 provision of this ordinance are hereby repealed to the extent of such conflict.

Subject: LRHA-MHA Board of Commissioners/Recommendation to Appoint Mr.Alvin Peer
Dear Mayor and Board of Directors,
The Little Rock Housing Authority (LRHA) d/b/a Metropolitan Housing Alliance (MHA) Board of
Commissioners has an open seat due to the non-reappointment of Mrs. Karen Buchanan as
Commissioner.
As a result, the LRHA-MHA Board is respectfully submitting this formal request that a resolution
be presented to the City of Little Rock Board of Directors to ratify the appointment of Mr. Alvin
Peer, on the recommendation of the LRHA-MHA Board of Commissioners.
Enclosed is a fully executed copy of the Resolution # 2026-02-05 by LRHA-MHA Board of
Commissioners, making the afore-mentioned recommendation.
