With annexation applications, the annexation, land use amendment, and zoning requests are reviewed
jointly. It would be a procedural abnormality to split—in this case type—the annexation from the zoning
within the vote.

If the requested zoning is MF12, where this is desired, the Land Use Plan will need to be amended to
Residential Medium Density (RM) to accommodate.

From our meeting last week, I understood that Scott intended to retain the Commercial (C) land use
designation along the Kanis corridor of the Pladlock property. Could you please confirm if this is still the
case? If so, we’d appreciate some clarification on the desired width of the Commercial (C) corridor—
would it be, for example, 100 feet, 500 feet, or another dimension to fit his desired site plan?

This is a friendly reminder to submit the below documents to staff no later than November 13 th for A-352
Valerie Place Annexation:
Authorization of Representation Affidavit – I have one submitted for Mr. Kurtbogan where the
agent’s name is not provided, and I do not have one for Padlock. Is Padlock self-representing or
being represented by Joe White & Associates? We’ll need this to be resolved for the hearing.
Signed Judge’s Order
Confirmation of desired Zoning & Land Use Designations – if a site map of the proposed zoning is
provided I think that would be easiest for the commissioners and board members to understand.
Otherwise, we will just outline it in text in the staff report.

I have received the additional application documents dropped off at our office on Friday and have
attached the filing fee receipt here for your records. This email serves as a confirmation that your
annexation application—A-352 Valerie Place Annexation—is scheduled to be heard before the Little
Rock Planning Commission on December 11, 2025. The hearing will be hearing will start at 4:00pm in
the Board Room at City Hall at 500 W. Markham, Little Rock, 72201. The owner or their authorized agent
must be present in order for the item to be heard. Please submit the below documents to staff no later
than November 13, 2025 to complete your filing:

I’ve received the additional submittal documents and have one quick clarification request. In the cover
letter the properties are described as undeveloped. Our building outline data indicates there are single-
family structures and a few accessory structures present. Have these been demolished? If not, would
you like to keep the cover letter as-is? Our staff report will identify the existing conditions of the land
regardless of what the application states.

Our staff received the documents related to an annexation request for approximately 20.8 acres
generally located at 14600 and 14621 Kanis Road. We would be happy to schedule this item for
consideration at the Planning Commission’s December 11, 2025 meeting, pending additional submittal
documents and the submission of a $250 filing fee.
We are missing several required documents to accept this as a complete application. Please submit the
below materials no later November 13, 2025. A description of each of these submittal documents can
be found on the first and second pages of the annexation application packet. If we do not receive the
complete documentation by that date, we will need to defer the item to the next available meeting. If
you’ve already submitted any of these materials to the AGIO or Pulaski County, feel free to forward
copies to us at your earliest convenience to help expedite our review and agenda preparation.
