Attached is a memo and two surveys outlining the jointly proposed annexation areas. This request is scheduled for consideration at the December 11, 2025, Planning Commission meeting. Please review the materials and submit your comments regarding the application no later than November 20, 2025 via email to hratzlaƯ@littlerock.gov. For City departments and entities: kindly include an estimate and description of the anticipated public cost to provide services to the area. With the recent enactment of Act 314 of 2025 (ETJ repeal), evaluating the potential impacts on public infrastructure and services will be an ongoing priority. Our goal is to provide the Planning Commission and Board of Directors with clear, informed assessments of these impacts in all annexation considerations. Below are questions that each department may consider when reviewing annexations for department comments: Parks & Recreation: Are there current recreational facilities (trails, parks, etc.) in proximity to the area to serve future residents? If not, will the annexation require new parkland acquisition or upgrades to existing facilities to meet service level standards? Police Department: What are the estimated costs for personnel, equipment, and infrastructure needed to maintain response times and coverage in the annexed area? Will additional patrol units or a new substation be required to serve the expanded jurisdiction? Fire Department: Is there a need for new fire stations, apparatus, or staffing to serve the area adequately? What are the estimated costs for personnel, equipment, and infrastructure needed to maintain response times and coverage in the annexed area? Public Works Department: What are the anticipated costs to extend and maintain infrastructure such as roads, stormwater systems, and street lighting in the annexed area? Will the annexation require upgrades to existing public works facilities or services (e.g., snow removal, waste collection)?
