I, Benson J. Le Boeuf, a certified Surveyor with Joe White &Associates, Inc., have
reviewed the Property, the surveys and other documents submitted on behalf of the Petitioners
requesting the annexation of their properties "Valerie Place" into the City of Little Rock. On the basis of
my review, I confirm that the Property is contiguous to and adjoins the current city limits of the City of
Little Rock, and no enclaves will be created if the Property is annexed into the City of Little Rock.
