Debra, please edit at will. I am sure there are points that I left out or have in error. If you need a request to do the editing,
let me know.
Freddie, I have copied you to let you know I am working on this letter back to him. I went to the county clerks website and
found where she left a will and her case is now in probate.
Lastly, we want to save this house. It has had a fire in it, but the back and sides of the structure appear to be in good
condition. I have a person that is interested in buying it, but until it gets out of probate, no go on the sale.

The original Woodruff farm was subdivided and became the Woodruff addition. It
was platted into 12 blocks and three tracts from College on the east side to
Rector on the west (currently in the 1-30 right-of-way) and ninth on the south to
the mid -block between sixth and seventh on the north. This is shown in the map
below.

Farm and additional properties to the north
to 6th Street. The Woodruff House is
shown in red near the center of the map.
Of interest is the large block of property
owned by Lion's World Services, shown in pale blue on the map. It was
assembled for their new headquarters,
but currently, their plans are to stay at

Dear Mr. Hundley,
This letter is in response to a response to a letter sent to Ludy Vey Hundley on July 3, 2012
by the City of Little Rock's Housing and Neighborhood Programs. It is attached.
My name is Brian Minyard, and I am the Staff person for the Historic District Commission. I
believe we have been in correspondence before concerning the property at 909 South
Cumberland, which was also owned by Ludy Vey Hundley.
On the bottom of the letter, I believe it was you that asked "Would you please mail the
information? Certificate of Appropriateness?" Until the probate court has ruled on who
owns the property, we are unable to accept or process a Certificate of Appropriateness on
this property even though you are the Executor of her estate.
I will continue to monitor the progress of the probate court.
I am here to help you with the process of applying to the Little Rock Historic District
Commission for their review of a Certificate of Appropriateness (COA). Those COAs are for
any exterior modifications and/or demolitions. That house, even though there has been a
fire in the building, remains as a Contributing structure in the National Register of Historic
Places District. Tax credits may be available for the repair and renovation of that structure
which could amount up to 45% of the rehab costs.
I will be more that willing to talk with you concerning these tax credits and or the process of
filing a COA with the Commission.

3406 concerning maintenance of the property

The Future Land Use Map shows Mixed Use Urban for the area including and
surrounding the Woodruff House. Mixed Use Urban (MXU) provides for a mix of
residential, office and commercial uses not only in the same block but also within
the same structure. This category is intended for older "urban" areas to allow
dissimilar uses to exist, which support each other to create a vital area.
Development should reinforce the urban fabric cresting a 24-hour activity area.
Using the Planned Zoning District or the Urban Use District, high and moderate
density developments that result in a vital (dense) pedestrian oriented area are
appropriate.
