Dear Ann Gutherie
I am writing regarding the upcoming public hearing to be held by the Little Rock Historic
District Commission on August 6, 1998. My wife Anita and I are opposed to a
conditional use permit being granted to the Second Baptist Church for a parking lot at 618
Rock Street and 619 Cumberland Street
We are opposed for the following reasons: (1) McArthur Park historic district is the
oldest neighborhood for residences in the Little Rock area. Paving a residential lot for
parking would be very dangerous to the preservation of this neighborhood for residential
use (2) I do not believe it is in the best interest of the church to use this particular area
for parking. To my knowledge it is viewed very negatively by most of the residents in the
Historic District which is the community the church is trying to reach. Inasmuch as I am a
senior pastor of a church myself, I do believe the city would be doing this congregation a
disservice if this conditional use permit were to be granted. (3) My home is located at
623 Rock Street across the street from one of the mentioned properties. My property
would depreciate in value if this permit were approved.
Thank you for including this information in the meeting slated for August 6, 1998 I do
plan to attend and express my views at that time also.
