II. Approval of Minutes
A motion was made by Commissioner Julie Wiedower to approve the minutes of December 12,
2011 as submitted. Commissioner Marshall Peters seconded and the minutes were approved
with a vote of 7 ayes and 0 absent.
Notice requirements were meet on both applications to be heard tonight.

COA REQUEST: Storm Windows
PROJECT BACKGROUND AND DESCRIPTION:
The subject property is located at 904-906 Commerce
Street. The property's legal description is "The West 66
feet of Lots 10, 11 and 12, Block 59 Original City of Little
Rock, Pulaski County, Arkansas."
This building was built in the 1890's. The 2007 survey
form states: "This one-story Queen Anne has a front
facing wing with bay windows and segmented roof with
the same side facing wing termination. A porch with
minimal decoration fills between the front and side
wings." It is considered a "Contributing Structure" to the
MacArthur Park Historic District.
This application is for the addition of storm windows to
the south and east facing facades.
PREVIOUS ACTIONS ON THIS SITE:
On September 12, 2011, A COA was given to Stefan
Vickery for the following items: Replacement of broken cracked and warped pieces of siding and
trim with pieces of same profile and size; Decking on front porch; Existing Railings on front
porch; Removal of built-in bench on front porch; Replace bench with railing to match recently
installed railing; Replacing vertical siding on bay to match other bay's vertical siding; Removal of
8x8 fiberglass columns on front porch; Replacement columns to be 6x6" box construction
columns with 1x wrap on bottom and top with cove mold on top and layout to match 1979 photo;
No window repair or installations of new windows are included in this COA; No installation of a
spindle frieze on porch is included in this COA;

On January 13, 1988, an action was noted to replace partially burned roof, remove chimney,
replace windows and replace front door by the Applicant Lanelle McCollum. No notation was
found in the file to say if the COA was approved or not.
PROPOSAL AND WRITTEN ANALYSIS OF THE APPLICATION BASED OFF OF INTENT
AND GUIDELINES:
The proposal is to install storm windows over the nine existing wood windows, five on the
eastern facade and four on the south facing facade. The storm windows will be of the same
color of the existing trim (white or off white). The windows are to be Evade locally and are
aluminum with painted finish. The sash division will match the existing. The screens will be full
screen as the guidelines state.
On Page 53, the Guidelines states: Screen and storm windows should be wood or baked -on
enamel or anodized aluminum in a color to match the window sash paint color and fit within the
window frames, not overlapping the frames. Screens should be full -view. Storm windows may
also be mounted on the inside of windows. Half screen and screen or storm windows smaller
than original window, are not recommended.

The proposal as stated complies with the Guidelines.
NEIGHBORHOOD COMMENTS AND REACTION: At the time of distribution, there were no
comments regarding this application.
STAFF RECOMMENDATION: Approval with the following conditions:
1. Obtaining a building permit.
COMMISSION ACTION: January 9. 2012
Brian Minyard, Staff, made a brief presentation to the commission.
Stefan Vickery briefly addressed the commission and asked for questions from the commission.
Commissioner Julie Wiedower stated that the house looks great and the color is good.
Commissioner Marshall Peters asked if the paint was going to be matched exactly. Mr. Vickery
said that the paint on the storm windows would be very close, but not an exact match. The
screens would be full view.
Chairman Chris Vanlandingham asked how long the certificate was good. Brian Minyard stated
that there is not a time limit for completion, however un-built COA's do not go with the land, and
they expire when the building is sold. In response to a question, he said that there was not a
definite time frame for the installation for the storm windows. Debra Weldon, city attorney,
stated that the HDC cannot put a time limit on the COA's.
Commissioner Wiedower made a motion to approve as submitted with Staff recommendations
and Commissioner Randy Ripley seconded. The motion was approved with a vote of 7 ayes.

COA REQUEST: Replacement of all siding and trim repair/replacement
PROJECT BACKGROUND AND DESCRIPTION:
The subject property is located at 308 Daisy Bates Drive.
The property's legal description is "part of Lot 5 and Lot
6, Block 48, Original City of Little Rock, Pulaski County,
Arkansas."
This building was built in ca. 1890's. The 2006 survey
form states: This asymmetrical two-story Colonial Revival
house has a decorative, arched top window and detailing
in the front facing gable." It is considered a "Contributing
Structure" to the MacArthur Park Historic District.
This application is for replacement of all siding and trim
repair/replacement. Damaged trim around doors and
windows will be replaced with same style and type trim.

On June 26, 2008, a COC was issued to Arlene Sullivan for driveway modifications.
On March 31, 2008 a COA was issued to Arlene Sullivan for siding, foundation, front porch
modifications, replacing windows, filing in eastern window, fencing, gutters and downspouts,
new porch over northwest door, and removal of porch and steps on southwest door.
On March 10, 2008, a COC was issued to Arlene Sullivan for roof, soffit, fascia, walk, grounds,
and fencing.
On October 5, 2000, a COA was denied to Chris Pratt for installing vinyl windows.

PROPOSAL AND WRITTEN ANALYSIS OF THE APPLICATION BASED OFF OF INTENT
AND GUIDELINES:
This proposal is to remove all current exterior siding and replace with five -inch cedar boards
with two-inch overlap resulting in a three-inch reveal. In addition, there may be framing boards
that are rotten and will need to be replaced at the same time. Damaged trim around doors and
windows will be replaced. All new wood will be primed and two coats of paint applied.
The Secretary of Interior's Standard #6 is relevant to this application. It states:
Deteriorated historic features shall be repaired rather than replaced. Where the
severity of deterioration requires replacement of a distinctive feature, the new
feature shall match the old in design, color, texture and other visual qualities and,
